The Gaza Culture and Development Group (GCDG) is a non-profit and non-governmental organization established in 1990 by a group of Palestinian intellectuals aiming at promoting cultural awareness for all categories of the society. The association works on achieving sustainable development to achieve a better and sustainable future for all. It is officially registered with the Palestinian Ministry of Interior under No. 7288 since 2003.

Program Overview:
GCDG is seeking an Accountant for the (ILEED) program, GCDG in partnership with Global Communities implementing USAID Improve Livelihoods and Enhance Economic Development (ILEED). This program will focus on promoting resilient livelihoods in Gaza Strip and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Program’s activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
Position overview
Under the responsibility of Finance Manager, the accountant will be responsible for all accounting records and financial Activities related to the project.
Main responsibilities and tasks:
- Analyze, evaluate and process, all financial data into computerized accounting system to conduct financial reports on all levels.
- Preparing and verifying all payment requests and ensure compliance with projects budgets and the organization’s internal rules and regulations.
- Assists in preparation of budgets and ensure compliance with the organization internal regulations regarding accounting and financial management requirements.
- Ensure the readiness of all financial data in connection with end month, and end year procedures.
- Consult the executive financial manager for day-to-day transactions
- Responsible for petty cash, including cash payments and receipts, regular replenishment, and monthly reconciliation.
- Prepare the petty cash replenishment form on a regular basis and maintain accurate recodes, controlling expenses, and ensuring compliance with financial policies and procedures.
- Maintaining accurate financial records in the accounting system daily and ensuring compliance with accounting in accordance with the financial policies of the organization and any other policies of the donors.
- Prepare bank reconciliations on a weekly basis.
- Assist with the preparation of monthly VAT and donor reports, as well as any other requested reports.
- Reviewing and processing payments, ensuring accuracy and compliance with organization and donor policies and procedures.
- Preparing the checks and transfers to vendors, suppliers, and partners.
- Ensure proper archiving and maintenance of financial transaction records and master files for review.
- Maintain sound financial management systems in line with GCDG donors, especially USAID contracts rules and regulations, policies procedures, and accounting principles.
- Assist in managing the project budget, ensuring all costs incurred by the program are accounted for and in compliance with USAID, GCDG , and applicable local laws.
- Participate in the evaluation of bids and offers received within the members of the Procurement Committee.
- Preparing the fixed assets register and calculating the depreciation expense of the assets in accordance with the recognized principles, taking into account the internal financial policies of the GCDG.
- Follow all personnel issues, including timesheets, leave reports and local benefits, and ensure their confidentiality, maintain file of personnel records.
- Keep Car log of vehicle request forms, alongside with driver schedule and manage usage of office vehicle.
- Process local travel expenses/reimbursements.
- Managing the payroll process, including calculating GCDG employees' salaries and deductions, in compliance with relevant laws and procedures.
- Ensuring accurate income tax withholding and timely payments to the MoF.
- Calculating GCDG employee fringe benefits, severance pay, and fringe bonuses and ensuring they are accurately reflected in the payroll.
- Collaborating with the external auditors to prepare the audit sample and provide requested information.
- Other duties related to position and assigned by supervisor.
SKILLS AND EXPERIENCE NEEDED
- A minimum of a bachelor’s degree in, Accounting.
- Essential working experience in humanitarian response and at minimum 3 years in a relevant position.
- Excellent knowledge of accounting best practices
- Experience in working with local authorities and partners
- Experience in performing financial reports including cash flows, project budget
- Good communication and interpersonal skills capable of maintaining strong relationships
- Bachelor’s degree in Accountant, Finance, or a relevant field.
- A minimum of 3 years of experience, working with international development organizations is preferred.
- At least two years of financial management experience in a USG-funded program, preferably under a USG contract modality of similar size, is preferred.
- Demonstrated experience and understanding of relevant local laws, regulations, and policies is required.
- Evidence of practical oral and written communication skills; strong interpersonal and analytical skills. Experience with generally accepted accounting practices and principles.
- Excellent command of Excel and other database applications.
- Computer/word processing and standard office software skills.
- Good command of spoken and written English and Arabic.
Conditions
Job Title: Accountant
The position is based in south of Gaza strip.
Contract Duration: 10 months
Working Hours: Standard office working hours from Sunday to Thursday.
