MSF-France is currently seeking to hire a new

HR Coordinator Assistant

Workplace : MSF-France coordination office in Shuafat - Jerusalem
Type of contract : Fixed term contract of 9 months (renewable according to the need)
Activity rate : Full time
Probable start date : February 2019

Main Responsibilities of the position (non-exhaustive)

In this challenging role the successful candidate will assist the HR Coordinator in implementing general administrative procedures as to ensure compliance with labour and fiscal regulations and will provide support to career management related activities.

The HR Coordinator Assistant will:

- Make sure the internal regulations are followed in the mission in accordance with tax and labour regulations

- Execute recruitment activities in order to meet identified HR needs

- Inform new employees on staff regulations, HR policies and regulations and/or living conditions in order to facilitate their integration and security

- Execute employment contract related activities, including the management of staff files (opening, archiving, update of personal data, amendments, termination dates, etc.)

- Present and explain contract terms and the content of internal regulations to new personnel

- Collect the variable elements of salaries (annual leave, sick leave, unpaid leave, taxes, social contributions etc.) and supervise the payroll process as to ensure accurate and timely payment of salaries

- Register applicants to trainings and help the HR Coordinator and/or HR Manager evaluate the results

- Support the annual holiday planning as to secure and rationalize the operational HR needs

- Supervise the budget execution, detect and report deviations, recommend corrections if applicable

- Organize travel arrangements for national and international staff as well as patients transfers; this includes the filing of passports, visas, travel permits, MSF card, mission orders and the follow up of expiry dates

- Manage accommodation and flight bookings, ensuring all staff travelling through the capital are picked up, have appropriate documents and a place to stay

- Organize briefings / induction

- Update the movement plan on a daily basis

- Replace admin field assistant in case of leave and provide support to the Admin team in case of emergency

Requirements

Education: Desirable HR related diploma
Experience: Essential previous working experience of at least two years in relevant jobs
Desirable experience in other NGOs in developing countries
Languages: Excellent command of English, Arabic and Hebrew
Other Competencies: Essential computer literacy (word, excel, internet)
Good working knowledge on MS Office
Personal qualities: Diplomacy, ability to work under pressure in a fast paced work environment
