Since 2014, UNOPS has implemented the Materials Monitoring Unit (MMU) project in Gaza, providing monitoring of ‘dual-use’ materials for the governments of Palestine and Israel under the temporary Gaza Reconstruction Mechanism (GRM). UNOPS now seeks to establish a Programme Management Unit (PMU) to provide enhanced project management capacity in Gaza, including the continuing facilitation of access to ‘dual-use’ materials through the MMU, as well as other coordination activities relevant to the implementation of a series of infrastructure and other projects to response to urgent humanitarian needs.

The Deputy Project Coordinator, reporting to the Project Coordinator, is based in Gaza and is responsible for advice on the local context and the development of good working relationships with a variety of local stakeholders.


  • Support the Project Coordinator for all communications between key stakeholders and the PMU including but not limited to PA, Government of Israel (GOI), UNOPS, GRAMMS users, donors and supporting project partners
  • In coordination with the Jerusalem Programme Management Office (PMO), develop and maintain a communications strategy and plan and ensure PMU objectives, concerns and issues are effectively communicated to key stakeholders
  • Monitor local media and other communications to keep the PMU Project Coordinator and other stakeholders informed of relevant developments that may concern the project.
  • Manage the implementation of key stakeholder capability development activities including at ministerial level of the Palestinian Authority (PA)
  • Assist the Project Coordinator with developing comprehensive project work plans clearly defining roles and responsibilities, inputs required, objectives, expected outputs, including milestone achievements and detailed work plans
  • Support the Project Coordinator in the development and implementation of project planning, reporting and monitoring
  • Monitor all project activities in relation to the respective project work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of project outputs`
  • Ensure the highest possible quality of delivery and devise strategies for increased project delivery and quality programming
  • Support the Project Coordinator in the administration of the PMU (less budget and finance) when tasked
  • Manage competency, availability and performance of PMU administrative staff when tasked
  • Coach, mentor, train and otherwise support PMU staff in the fulfillment of their project support functions
  • Review and regularly advise on the PMU administrative structure and objectives as necessary to drive successful project delivery
  • Promote teamwork and enthusiasm among team members for the provision of services to key internal and external stakeholders
  • In support of the Project Coordinator, and in coordination with the Programme Management Office (PMO) ensure the compilation and dissemination of all UNOPS mandated external reporting for the Project
  • On behalf of the Project Coordinator oversee the continued recruitment of International and National staff required by the PMU to meet its objectives in accordance with the LTA between UNOPS and contractor
  • Act as assigned or temporary Project Coordinator when directed by the Jerusalem Director or Head of Programme.
  • Promote teamwork and enthusiasm among team members for the provision of services to key internal and external stakeholders
  • Support the Project Coordinator in the procurement processes through maintaining communications with contractors
  • Overview and follow up all PMU operational requirements and in line with project requirements

Education:

Master degree in management, communications, project coordination or other relevant discipline

Or University Degree (bachelor’s degree / first level) with a combination of 2 additional years in related studies. 

Experience:

At least 2 years of progressively responsible experience working in International Agencies preferably in managerial or senior project support roles in difficult and complex environments

Languages:

Fluent Command of Both English and Arabic Language.
