How can you make a difference? 

You will be joining a team of around 4,000 staff in the West Bank Field Office working to foster the human development of some 800,000 registered Palestine refugees.   

Working under the supervision of the Senior Team leader in the Protection and Neutrality Department of the West Bank Field Office based in UNRWA, Jerusalem. The Consultant will support UNRWA WBFO programmes to roll-out Agency-wide guidelines, tools and approaches addressing the exposure of UNRWA staff and beneficiaries to tear gas and other munitions in each of the 19 refugee camps in the West Bank. The Consultant will also support the design and adaptation of the existing materials to the local context for a secondary roll-out to community-based organisations in each of the camps.

Specific duties and responsibilities include:

• In coordination and consultation with WBFO Protection & Neutrality Department and relevant area staff, provide technical support the Infrastructure and Camp Improvement Programme (ICIP) to roll-out Agency-wide guidelines, tools and approaches on protection, decontamination and remediation of tear gas and other munitions in all 19 West Bank refugee camps;
• In coordination and consultation with Protection, the Education Protection Focal Point, and relevant area staff, provide technical support to the Education Programme to develop and deliver protection trainings to staff and students of UNRWA schools on protection from exposure to tear gas and other munitions in identified West Bank refugee camps;
• In coordination and consultation with Protection and Area Staff, develop and deliver trainings on protection from exposure to tear gas and other munitions for community-based organisations in identified West Bank refugee camps, ensuring adaptation of materials to the needs of the community in the local context;
• Provide regular technical support to Protection and Neutrality Officers / Associates, protection focal points from WBFO programmes and other relevant staff supporting the roll-out, including convening regular meetings with Focal Points at the field level and area levels to discuss their activities and identify solutions to challenges faced.
• Document and record systematically all meetings, reports and trainings related to the Consultancy.
• Complete an end of consultancy report which will summarize and analyse activities, achievements,  lessons learned from interventions, emerging best practices and knowledge management capacities,
• Establish a system to monitor the implementation of the Agency-wide guidelines; provide technical advice and recommendations to UNRWA programmes on improving both the implementation and M&E collection methods where relevant.
• Participate in the development and production of communication materials (leaflets, posters, brochures) to raise awareness on the guidelines and outreach to the community.
• Undertake translation of related documents and presentations from English-Arabic-English as required.
• Performs other duties as may be assigned.

Conditions of service  

• The duration of the consultancy which is based in Jerusalem, is for 4 months, with an expected start date as soon as possible.
• Remuneration / US$2,000 per month.
• Travel required throughout the West Bank and East Jerusalem.

To qualify for this position, you will need:

Education

A university degree from an accredited educational institution in human rights, law, development, social work or related field.

Work experience

A minimum of 4 years of progressively responsible experience in the human rights / protection field, with experience working directly with vulnerable populations;

Knowledge of international protection principles and demonstrated ability to apply principles to complex operating environments;

Proven professional experience working with vulnerable Palestinian communities and/or refugee camps in the West Bank;

Experience in programme management and understanding of monitoring and evaluation.

Language(s)

Excellent command of English and Arabic, both spoken and written.

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

You will also need to demonstrate the following competencies:

• Knowledge of communication strategies and techniques.
• Able to work independently while being a strong team player.
• Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel), outlook.

Desirable Qualifications

• Knowledge and experience working with populations who have suffered cumulative trauma and human rights violations, including children.
• Experience designing and facilitating community resilience programs and/or related trainings in refugee contexts.
• Knowledge and understanding of legal limits on the use of riot control agents against civilian populations.
• Previous experience providing technical support-supervision to frontline workers delivering protection services.

Other Requirements

A valid driving license and willingness to drive an UNRWA vehicle throughout the West Bank.
