Action Against Hunger is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organisation working in the Palestinian Territory since 2002.

Action Against Hunger is recruiting for its Gaza office a

Monitoring, Evaluation, Accountability and Learning Officer

For 6 months 

The MEAL (Monitoring, Evaluation, Accountability and Learning) officer will assist and support the MEAL Head of Project (HoP) in the  implementation of the oPt MEAL strategy in the Gaza base. The MEAL officer will be responsible for carrying out M&E activities and tasks, in line with the mission SOPs and Head of Project guidance.

Tasks and responsibilities:

Monitoring, Evaluation, Accountability and Learning:

  • Support Head of Project MEAL in developing the base Monitoring and Evaluation (M& E) plan for Action Against Hunger Gaza.
  • Design and develop M &E tools for Gaza programs in compliance with MEAL strategy.
  • Keep accurate records of data, activities and community/beneficiaries’ participation in monitoring activities.
  • Ensure that data is collected and recorded ethically and within the remits of Action Against Hunger policy on confidentiality and consent.
  • Ensure data quality measures implemented during data flow process and meeting the standards.
  • Support Head of Project MEAL in training other team members on M& E tools and skills as appropriate including needs analysis of team.
  • Conduct regular field visits as key task of the MEAL unit to all running activities and develop the required field reports.
  • Identify and document lessons learned, generate best practices in cooperation with Field Officers ,Heads of Projects, and on request by the Program Managers.
  • Participate/facilitate in internal projects evaluations and learning reviews that are intended for lessons learned and operational decision making.  
  • Integrate protection and gender perspectives in all areas of work, to ensure equal participation of women, men, boys and girls, and people with disabilities in data collection processes.

Management Information System:

  • Provide support to the data analyst officer in the management of information systems including data entry, data checking and report production.
  • Support data analyst in developing the link between data collected from field through development of appropriate applications and link it with reporting system.
  • To train and supervise staff members and enumerators involved in data collection and entry.
  • Ensure that Action Against Hunger  contracts are following Action Against Hunger MEAL guidance and standards in archiving and data management.
  • Provide all necessary and accurate M&E data and analysis for internal and external reporting in a timely manner.
  • Coordinate with programs of Action Against Hunger to produce baseline-end line reports, research, data and information.
  • Ensure appropriate dissemination of project evaluation findings.
  • Identify and document lessons learned, generate best practices in cooperation with Field Officers, Heads of Projects, and on request by the Program Managers.
  • Participate/facilitate in internal projects evaluations and learning reviews that are intended for lessons learned and operational decision making.  

Accountability:

  • Support MEAL HoP in developing the information materials for complaint and feedback mechanisms.
  • Support MEAL HoP in training staff on internal feedback guidelines and relevant Protocols.
  • Manage the Action Against Hunger oPt Beneficiary Feedback Mechanism by receiving and filing complaints based on the pre-established protocols, including reporting to the Capital Office on a monthly basis together with the Monitoring and Evaluation Specialist.
  • Keep complaints records confidential and only accessible to relevant staff according to the internal feedback mechanism guidelines.

Reporting:

  • Prepare regular monitoring reports including ongoing data analysis with status of implementation progress.
  • Prepare Focus Group Discussion and other qualitative reports (i.e. Utilising the Most Significant Change methodology)
  • Support the line manager in drafting assessment / survey reports
  • Participate in the preparation of Indicators & Beneficiaries Progress Report (IBPR) and International Strategic Plan (ISP) report.
  • Participate in preparing the monthly activity progress report in case of line manager’s absence.
متطلبات الوظيفة

Profile of the Candidate:

  • University degree preferred in social sciences, information technology, economics, statistics, international relations, software engineering with professional experience in Monitoring and Evaluation within the humanitarian sector.
  • Monitoring and evaluation, technical communication, IT knowledge.
  • 3 years minimum experience working in MEAL department in humanitarian aid organizations and/or international donors or private sector.
  • Demonstrated experience in data collection, data analysis (qualitative and quantitative) and reporting skills
  • Demonstratable experience in conducting field level data collection (FGDs, KIIs, KAP surveys, etc.)
  • High ethical principles, good communication skills and strong analytical skills.
  • Solid organizational skills: flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Ability to work as part of a team, interpersonal qualities and diplomacy
  • Good in reading, writing and speaking both Arabic and English
  • Excellent knowledge of Microsoft office: especially on word processing, spreadsheets, database and analytical software. PowerPoint desirable, ODK/Ko-Bo smart data collection tools is a plus.
  • Ability to travel to West Bank and stay overnight
