The Gaza Culture and Development Group (GCDG) is a non-profit and non-governmental organization established in 1990 by a group of Palestinian intellectuals aiming at promoting cultural awareness for all categories of the society. The association works on achieving sustainable development to achieve a better and sustainable future for all. It is officially registered with the Palestinian Ministry of Interior under No. 7288 since 2003.
Program Overview:
GCDG is seeking a Procurement Officer for the (ILEED) program, GCDG in partnership with Global Communities implementing USAID Improve Livelihoods and Enhance Economic Development (ILEED). This program will focus on promoting resilient livelihoods in Gaza Strip and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Program’s activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
Position overview
Under the responsibility of ILEED program manager; the Procurement officer will be responsible for all procurement procedures related to the project
Main responsibilities and tasks:
- Manage suppliers professionally and proactively, providing feedback to improve performance and leading periodic review meetings.
- Provide procurement advice and support to field offices.
- Manage procurement in line with GCDG procurement policies, processes and quality standards through supervision of Purchase Requests and Purchase Order processes.
- Deliver on the Field Office supply plan, combining use of ad-hoc procurement, approved suppliers and contracted suppliers to meet the needs of the programmes.
- Develop strong relations with field office programmes to support them in improving their ordering practices and review all Procurement Plans together with the Financial Manager.
- Deliver management information reports summarizing key trends in performance of the procurement section against KPIs.
- Ensure all orders are processed in timely manner, inputted on Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
- Ensure supplier files are routinely updated on performance and that regular reviews of performance are undertaken by the Procurement Committee for evaluation of suppliers for future use.
- Verify all handover documents with the contractors are matching with the implementation on the ground.
Conditions
- Job Title: Procurement Officer.
- The position is based in south of Gaza strip.
- Contract Duration: 10 months
- Working Hours: Standard office working hours from Sunday to Thursday.
SKILLS AND EXPERIENCE NEEDED
- A minimum of a bachelor’s degree in business Administration or related field.
- Fluent English & Arabic
- Essential working experience in humanitarian response and at minimum 3 years in a relevant position.
- Excellent knowledge of procurement best practices
- Experience in working with local authorities and partners
- Experience in performing financial reports including cash flows, project budget
- Good communication and interpersonal skills capable of maintaining strong relationships
