Individual Consultant / Procurement Specialist
Social Protection Enhancement Project (P160674)

The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) of an amount of 15.0 million USD for the benefit of the Palestinian Authority to finance the Social Protection Enhancement Project (the Project). The development objective of the Social Protection Enhancement Project for West Bank and Gaza (WB and G) is to establish a single targeting and referral system to provide cash benefits and services to poor and vulnerable households. The project comprises of four components. The first component, cash transfer program (CTP) support will finance cash transfers for about 5,000 households in the WB and G, representing 4 percent of the total of the CTP. The second component, social registry (SR) will provide technical and financial support to: (i) develop, feed, and update the SR inclusion and information system (architecture, software, hardware, operations manuals (OMs), and household registration, among others); (ii) establish a legal framework for it as functional entry point for social programs; and (iii) assure the transition of beneficiaries of CTP and other programs into the SR. The third component, case management system (CMS) will finance the development and implementation in selected areas of a CMS. The fourth component, project management and monitoring will ensure that the Ministry of Social Development (MoSD) team is operational and the project is implemented in accordance with the grant agreement and the project OM.

MoSD is the implementing agency for this Project. A Project Management Unit (PMU) is within MoSD to manage the overall implementation and coordination of the Project. MOSD intends to apply part of the proceeds of this grant to payments under the contract for the recruitment of a qualified Project Procurement specialist (hereinafter the Consultant), within the PMU for the Project.

The PMU team will be housed within MoSD in Ramallah. The duration of the assignment is one year on a full- time basis,

An individual Consultant shall be selected for the below-mentioned post in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing dated July 1, 2016 (“Procurement Regulations”),

Procurement Specialist:
Essential Required Qualifications, Skills, knowledge and Competencies:

  • At least A Bachelor’s degree from an accredited university in Business Administration, Procurement, Purchasing Management, Supply Chain Management, Accounting, Finance, Engineering or any other related field;
  • At least 4- 5 years of relevant experience on projects financed by international agencies; experience implementing projects following World Bank Procurement Guidelines is a plus;
  • Good knowledge of the local procurement procedures;
  • Strong supervisory and staff support skills. Ability to motivate and lead employee sand encourage decisions to be made within a team environment;
  • Good knowledge of technical and operational aspects of procurement implementation;
  • Excellent communication and facilitation skills;
  • Excellent computer skills;
  • Fluency in English and excellent report writing; and
  • The ability to work under pressure. Within team work arrangements.

Main Duties and Responsibilities:

  • Updating with MoSD’s procurement staff the Project Procurement Plan in consultation with the relevant MoSD entities/departments on a periodic basis throughout project implementation to reflect actual project implementation requirements;
  • Determining the procurement method to be used based on the size of the package in accordance with World Bank Procurement Regulation and the National Procurement procedures applicable to the project;
  • Assisting in the preparation of consultants’ terms of reference and administration of their contracts, including processing contract amendments;
  • Drafting bid notices and bidding documents for inviting and obtaining bids for goods and services in accordance with World Bank Procurement Regulation;;
  • Drafting requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining consultants ‘services in accordance with World Bank Procurement Regulation;
  • Assisting in revising the established procedures for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner;
  • Maintaining complete procurement documentation for each contract, both in hard copy and in STEP (the World Bank’s new System for Tracking Exchanges in Procurement)including bidding documents, advertisements, bids received, bid evaluations, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit;
  • Preparing procurement reports when needed showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions, including preparation of bidding documents, advertising, bidding, evaluation, contract award and completion time for each contract;
  • Preparing correspondence required for requesting, through the Project Director, the World Bank approval/‘no objection’ of the proposed procurement steps/decisions, through STEP or email, as required;
  • Coordinate as needed procurement activities between MoSD, MoF, other governmental stakeholders and the World Bank.
  • During the course of the Consultant’s work under this Contract, the Consultant providing services is required to complete timesheets or any other document used to identify time spent, including field work outside the MoSD as instructed by the Project Director as well as expenses incurred, as instructed by the Project Director.
  • Working with MoSD procurement staff to enhance their capacities through on-job training to ensure they are capable of taking over full responsibility of the needed procurement implementation as regarding the Word Bank programs by the end of the assignment; and
  • Performing other duties as may be assigned by the Project Director.
