OBJECTIVES OF THE PROGRAMME
This programme aims to strengthen monitoring and reporting of violations of the right to health; to build capacities of public bodies, the humanitarian community, academia, and the local and international public for promotion of the right to health and a human rights-based approach to health; and to advocate for improved right to health for Palestinians in the West Bank and Gaza Strip.
DESCRIPTION OF DUTIES
1-Collect, collate and verify information for regular monitoring reports on: referrals data; permits data; ambulance transfer data; Erez and Rafah crossings data; and data on drugs and disposables and other health service shortages in Gaza.
2-Maintain and regularly update a database for key indicators on barriers to the right to health for Palestinians in the Gaza Strip, particularly related to barriers to access and lack of availability of health care.
3-Liaise with key partners to ensure the availability of data on the right to health and respond to requests for information at WHO, UN, and local levels, as the basis of evidence-based advocacy interventions.
4-Pro-actively communicate with partners to identify key issues arising and obstacles to the right to health in the occupied Palestinian territory, and particularly in the Gaza Strip.
5-Support the design and implement capacity-building interventions for key partners to strengthen knowledge and understanding on the right to health and its key barriers.
6-Prepare and give presentations on the right to health, with a view to advocacy and capacity strengthening.
7-Conduct needs assessments with partners to identify key needs to maintain and strengthen reporting on the right to health and support information needs during emergencies.
8-Support the development of monthly publications on barriers to the right to health for Palestinians, with publication of key indicators and in focus stories to demonstrate the difficulties and impacts of policies and practices.
9-Design and support research on right to health issues in Gaza, to strengthen evidence-based advocacy.
10-Prepare draft articles and case studies suitable for publication on access, shortages, development and training restrictions, health attacks, etc.
11-Participate in WHO Advocacy and provide technical input to UN fora, including WASH and protection clusters, and provide right to health input to the health cluster in Gaza.
12-Work with health and human rights partners to improve coordinate advocacy and to build messaging and recommendations for improving the right to health in the oPt .
13-Act as WHO focal point at the Advocacy Working Group in Gaza, and follow up on actions agreed in the forum, including logistical arrangements for joint advocacy activities.
Essential: University degree in a health discipline, social science, international human rights law or communications
Desirable: Master's degree in public health or health-related field; knowledge and training in health and human rights issues
Essential: At least two years' relevant experience in advocacy, or human rights, gender and equity including emergency setting
Desirable: Working experience with a UN agency or international NGO in similar work.
- Proven skills in monitoring and collecting reliable data and managing information related to right to health issues from various service providers and individuals, in government and in civil society.
- Professional skills in the development of reports and persuasive document Excellent English and Arabic research, writing and presentation skills; detail oriented.
- Knowledge and sound understanding of the impact of emergencies and crises on social and economic development, and its burden on populations.
- Tact, discretion and diplomacy and commitment to human rights principles. Ability to think creatively about health rights-related issues and advocacy initiatives.
- Knowledge of WHO mandate and goals in emergency response relief.

Remuneration comprises an annual base salary starting at ILS 201,346 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
