The Palestinian Water Authority, in coordination with the General Personnel Council, announce its need to fill the position of System Architect to work within the Water Authority staff under a contract funded by (UNDP), according to the following conditions and qualifications

1. Background
The Palestinian Water Authority (PWA), in partnership with the United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP), is implementing the project "Enhancing Bulk Water Supply Service Provision in the West Bank." Which includes Online monitoring system Project. This project aims to improve water service delivery and management for bulk water systems across the West Bank.
As part of the project, a water technology information management system is to be upgraded to support efficient water supply operations, ensure data-driven decision-making, and facilitate the integration of advanced IT solutions. To achieve these objectives, the PWA seeks to hire a Database Architect to design, implement, and manage the database structures necessary for upgrading existing systems and integrating them with new systems. This initiative is part of a broader effort to enhance the management of water resources and improve service delivery to Palestinian communities.
2. Objective
The system Architect will be responsible for following up of and implementing scalable, efficient , and secure database structures for the PWA's water-related systems developing by external consultants , ensuring data integrity, optimizing system performance, and facilitating seamless integration between old and new systems. The role will support the establishment of a water technology information management infrastructure to enhance the operation and management of water resources across Palestine.
3. Scope of Work
The key responsibilities of the Database Architect will include, but are not limited to, the following:
3.1 Design and follow up Database Structures
- Design and implement the structure and schemes for scalable, reliable, and secure database architectures for the PWA's water management systems, ensuring that data is stored efficiently, and retrieval is fast and accurate.
- Develop logical and physical database structure, including data normalization, schema design.
- Establish guidelines for database management, including naming conventions, indexing, data relationships, and integrity rules.
3.2 Integration with Existing and New Systems
- Work closely with the IT and IT Consultant and development teams to ensure that new databases integrate seamlessly with existing systems within the PWA and the West Bank Water Directorate (WBWD).
- Develop and implement strategies for data migration from legacy systems to updated databases, ensuring that all data remains consistent and accessible during and after the transition.
- Ensure that databases support a variety of water management functions, including pipeline networks, monitoring systems, water supply systems, and customer management.
- Assist and follow up in designing and implementing database systems compatible with cloud-based solutions (e.g., AWS, Microsoft Azure, Google Cloud) under the guidance of senior team members.
- Support the development and execution of strategies for migrating on-premises databases to cloud environments, focusing on data integrity and minimizing downtime.
- Learn and implement basic cloud-native features such as automated backups, scaling, and high availability.
- Monitor cloud database performance and provide regular reports to senior team members.
3.3 Collaboration and Stakeholder Engagement
- Coordinate with various departments and stakeholders (such as PWA, WBWD, and other government entities) to understand the requirements of the water management systems.
- Liaise with software developers and systems integrators to align database architecture with application development and integration requirements.
3.4 Documentation and Reporting
- Maintain comprehensive documentation of database designs, procedures, and protocols.
- Provide regular reports on database performance, issues, and upgrades to the direct manager and other stakeholders.
- Develop documentation for database backup, disaster recovery plans, and maintenance procedures.
4. Additional Tasks
In addition to the primary responsibilities mentioned above, the Database Architect may be assigned additional duties as directed by the direct manager. These tasks could include supporting other IT projects, addressing emerging technical challenges, reporting, projects following up.
5. Qualifications and Skills
5.1 Educational Qualifications
- A Minimum bachelor’s in computer science, Information Systems, Database Management, or a related field.
- Relevant certifications in database management systems (e.g., Microsoft SQL Server, Oracle, MySQL, PostgreSQL) are an advantage.
5.2 Experience
- Minimum of 5 years of professional experience in database architecture, design, and management.
- Proven experience in designing complex relational and non-relational databases.
- Experience with database migration, integration, and optimization techniques.
5.3 Technical Skills
- Knowledge in database design tools and technologies (e.g., MySQL Workbench, Microsoft SQL Server Management Studio).
- Foundational knowledge of relational database management systems (RDBMS) and a basic understanding of NoSQL databases and cloud database solutions.
- Familiarity with database performance basics, including query optimization and indexing, with a willingness to learn advanced techniques.
- Introduction to ETL (Extract, Transform, Load) processes and data integration tools, with hands-on experience considered a plus.
5.4 Additional Skills:
- Strong analytical and problem-solving skills.
- Ability to work in a collaborative team environment and communicate technical concepts to non-technical stakeholders.
- Excellent time management and organizational skills.
- Fluency in English and Arabic, both written and spoken.
6. Reporting and Supervision
The Database Architect will report directly to the designated manager in the Palestinian Water Authority. The role will require collaboration with various internal teams, external consultants, and partners. Regular progress meetings will be held to ensure the successful implementation of database systems and strategies.
