The Role

 

Oxfam Novib in OPTI is looking for a Youth Focal Point

 

Background

 

Oxfam in OPTI is a member of Oxfam  – an international confederation of 19 organizations working together in 92 countries with partners and allies around the world to find lasting solutions to poverty and injustice. On a global level, OI strives to help communities suffering as a result of natural disasters, climate change, conflict, injustice and poverty. OI helps those communities who are most in need, whatever their race, creed, religion, ethnicity or nationality. Oxfam has been working in OPTI since 1982 and supports humanitarian, development, campaigning and advocacy programs both in the West Bank and Gaza including East Jerusalem.

 

In March 2018 Oxfam in OPTI established  its youth engagement strategy for the period 2018-2021, with the aim to having Palestinian young women and men are empowered agents of change who are innovative leaders actively tackling systemic issues to affect positive change at the political, economic, social and cultural levels in order to achieve social justice

 

Through developing this strategy Oxfam demonstrates its commitment to the full inclusion and empowerment of young women and men as agents of change, especially vulnerable and marginalized youth, in order to facilitate and support the creation of an environment where youth can realize their full rights and potential as leaders of today and not just the future

 

To effectively align Oxfam Youth Strategy with the Oxfam Country Strategy in OPTI, youth will be mainstreamed in the three programs (GJ, EJ, SL) in addition to RTB, while also contributing to the implementation of the UNSCR 2250 on Youth, Peace and Security in collaboration with other key stakeholders and actors, for this youth sensitive approach must be incorporated throughout all levels of Oxfam's projects and programs

 

As a result of the Fit For the Future process that was carried out at the level of the Country Office, the management of the youth focal point  and the youth portfolio were shifted to the GJ programme manager, by this the youth focal point will be lined managed by the GJ programme manager and matrix managed by Saving Lives Manager, Economic Justice Manager and Policy and Influencing lead in coordination with the GJ manager. Consequently the Country Management Team realized the need  to invest in the youth portfolio through having a dedicated youth focal point under the line management of the GJ programme Manager

 

Job Purpose - Key Responsibilities and Accountabilities

 

To follow up on the implementation of the Youth Strategy and Action Plan, and to provide technical and strategic support and expertise for programmes to mainstream  youth in different programmes, and in influencing work

 

Reporting Lines

 

The postholder reports directly to the Gender Justice Programme Manager

 

 

Main responsibilities

 

  • You will provide strategic and technical advice during the planning and designing, the implementation, the monitoring and the evaluation of youth related project activities, aiming at enhancing youth engagement under different programmes in line with Oxfam Youth strategy, Oxfam Country Strategy as well as to Oxfam approach in youth engagement
  • You will provide technical support to Oxfam and partners including capacity strengthening on approaches, methods and tools to effective work with young people  and in a youth led-way
  • You will represent Oxfam’s work on youth both internally and externally
  • You will coordinate with a range of internal and external stakeholders, and allies to ensure that the implementation of the projects are complimentary to and in line with Oxfam’s OPTI country strategy, Youth strategy and Oxfam approach in working with youth
  • When required, you will prepare stories, presentations and/or input for any other written materials for external communication on the projects and communicate complex
  • You will facilitate and/or arrange for external technical support if required in close consultation with the Gender Justice Program Manager and relevant staff
  • You will create spaces internally and externally for youth to raise their voices and priorities
  • In coordination with relevant staff you will identify opportunity to strengthen Oxfam work with youth in oPtI
  • You will initiate, implement and facilitate activities concerning knowledge & information management and exchange with implementing partners to strengthen the effectiveness and implementation of Oxfam’s youth approaches
  • You will ensure that the (digital) archiving of the youth related initiatives and work under different  project activities and different initiatives is correctly done and maintained in line with Oxfam standards
  • You will co-create and follow up activities related to youth engagement with relevant staff, youth groups, partners and where relevant, sub-grantee, under the programmes and hold regular meetings to discuss youth interventions and integration
  • You will provide technical and strategic support to relevant staff and when necessary with partners’ and sub-grantee on youth related activities under the programmes and hold regular meetings to discuss youth interventions and mainstreaming
  • You will ensure synergies are created between different programmes (including RTH) on Youth
  • In coordination with your line manager and with relevant staff and stakeholders you will further strengthen and establish (youth) networks in OPT and when necessary in the MENA region by facilitating alliances including, but not limited to, youth-led organizations, (informal) youth movements and individual youth (leaders)
  • Contributing to the enhancement of regional and global cooperation to test and apply youth approaches and methodologies
  • You will follow up on sharing learning and expertise on youth issues gained internally and externally at the level of the country office
  • You will support the teams in their awareness about, and application of the Oxfam Youth safeguarding and digital policies
  • You will engage in proactive fundraising, programme and project development and submissions to institutional donors in line with Oxfam’s programme cycle; together with Oxfam’s partner organizations and key stakeholders in full coordination with the Gender Justice Manager, Institutional Funding staff and other relevant Oxfam staff. To identify partners and plan youth related intervention and approaches, in line with the Youth Engagement Strategy, and Oxfam Country Strategy
  • Supporting the co-creation and development of activities and initiatives that promote youth engagement under different programmes and influencing

 

Requirements and Qualifications

 

General

 

  • Eager and required to adhere to Oxfam’s principles and value as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

 

 

Technical Skills, Experience & Knowledge

 

Essential

 

  • Advanced academic degree in development studies, social sciences, law or related field
  • At least 3 years of experience in working with youth groups or in youth-led organizations
  • experience with donor contract management with complex coordination and reporting structures/processes
  • Knowledge of the context in OPTI, more specifically civil society context and space
  • Commitment to a rights-based approach and gender equality
  • Solid understanding of youth concepts and latest developments in youth policy and practice and proven experience in using different approaches and tools
  • Able to work across diverse teams and thematic internally
  • Experience in organisational analysis & partnership with local civil society organizations, programme development and monitoring, evaluation and learning to support development programmes and projects
  • Experience and knowledge of project cycle management, including monitoring, technical and financial reporting
  • Demonstrated ability to manage workflows and balance competing priorities
  • Proven experience of successful capacity building
  • Excellent verbal and written communication skills
  • Excellent level of spoken and written in English and Arabic
  • Excellent social skills and demonstrated ability to be a team player
  • Travel to Gaza and the West Bank on a regular basis

Salary

 

The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range 126,309- 189,463  ILS gross per annum, for a 40 hour contract. Salary offered will be 

subject to funding available and competences
