Job title:  Case Manager
Reports to: Head of Gaza Office
Strong functional link with:  Access to Justice Specialist (working relationships), collaborate with Access to Justice Programme -MENA Regional Coordinator, and all Gaza staff.
Number of subordinates: None
Working time in %: 100%
Duty station: Gaza Strip
Duration: 10 months contract with possibility of extension subject to successful performance and availability of funding.

MAIN RESPONSIBILITIES:

Child Protection Case Management services

§ Work in conjunction with the Ministry of Social Development (MoSD) social workers, psychologists, and probation officers, ensuring seamless child protection service delivery and timely intervention to children in conflict and in contact with the law, mainly inside Al Rabee Institution.

§ Provide case assessment through child protection case management, including counseling services to detained children in Al Rabee Institution: during detention and post-release

§ Ensure that case managment interventions are appropriate and timely implemented. When deemed necessary, amendments to the current and future case management actions, in consultation with the Access to Justice Specialist and Gaza Head of Office

§ Plan and organize regular meetings with the staff of Al-Rabee Institution and the staff of the MoSD to appropriately assses and follo-up cases.

§ Assess and support early interventions to prevent recidivism among children released from Al Rabee Institution (aftercare processes as part of case management):

§ Participate in organizing family group conferences (FGCs) including developing child individual care plans and Implementation of individual care plans for the targeted children benefited from family group conferences in Gaza and Gaza North.

§ Assist in preparation of field visits as requested.

§ Ensure compliabce with Tdh Manual - Case Management Standards.

§ Ensure compliance of the A2J Country Strategy as part of the Country Strategy of the Delegation.

§ Strictly respect the confidentiality of beneficiaries and their related data.

Coordination with actors and stakeholders

§ Coordinate Tdh case management services provided to children in conflict and in contact with the law with access to justice main actors, including MoSD, Aiysha Association, Awn network, and Palestinian Bar Association.

§ Establish administrative processes for the referral management and early support services to children in conflict with the law, during detention and post-release.

§ Sustain and broaden networks in the area of intervention with any existing Gaza Strip services, stakeholders and authorities necessary to handle A2J case management activities/support in an effective manner jointly with the Access to Justice Specialist.

§  Participation in the development of key awareness activities and messages to promote the rights of children in conflict and in contact with the law.

§ Attend appropriate external meetings held in the Gaza Strip at sector level, in order to ensure that Tdh’s aims and activities are shared with partners, when deem necessary.

§ Regularly attend MoSD led child protection working group and UNICEF-led Child Protection Area of Responsibility, as deemed necessary.

§ Network with actors and entities working in the Gaza Strip in A2J/Child Protection related areas in the interest of information sharing and mainstreaming case management best practices.

§ Coordinate Tdh actions with the different networks in the Gaza Strip, identify and propose other relevant networks where appropriate.

Reporting & Communication

§ Generate monthly report through the Web-based child protection case management system covering cases benefited from services.

§ Produce and submit a monthly report about the activites and actions done and contribute to quarterly reports.

§ Produce case studies and success stories of children in conflict with law handled through case management.

§ In collaboration with the delegation’s Communication Focal Point, provide regular internal and external communication products focusing on case management for MENA Newsletter, websites, Twitter and Facebook MENA webpages, etc.

§ Proper and regular documentation of case management project activities in the Gaza Strip and monthly management of sources of verification.

Security

§ Comply with Tdh Security Regulations.

§ Participate in updating security plans, as needed.

Tdh Policies

§ Commit to respect the Tdh Child Safeguarding Policy (CSP), Tdh Code of Conduct and Tdh Protection from Sexual Exploitation and Abuse (PSEA) Policy.

§ Be proactive with respect to the aforementioned policies and show leadership to all Tdh staff.

§ Report cases of abuse on children as identified.

§ Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

Others

§ Undertake any other duties as required by the Head of the Gaza Office, MENA Regional Access to Justice Coordinator, etc

Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) as well as Professional Competencies

In particular:

§  Cooperates and contributes to achieving goals

§  Communicates in a clear, concise and responsible way

§  Shares knowledge Masters the tools and applications both general and activity-specific based.

§  Collects the necessary information regarding professional activities

§  Pays attention to the best practices and develops the professional practices related to the field of work or area of responsibility

Qualifications:

§  Demonstrated experience in assessment, case management and counselling skills with children and adults.

§  A bachelor’s degree in psychology or social works

§  Previous experience and knowledge of Child Protection Programming.

§  Highly developed verbal and written communication skills.

§  Experience working with children who have protection concerns

§  Experience in or commitment to, working with individuals and families from different backgrounds and/or diverse cultural backgrounds.

§  Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.

§  At least 3-5 years of experience in similar positions.

§  Strong organizational and planning skills.

§  Proficiency of English is an assest
