Communication Officer - Individual Consultant

 
Introduction
The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) in the amount of USD 20 million for the benefit of the Palestinian Authority (PA) to finance the Digital West Bank & Gaza Project (the Project). The Project will seek to produce concrete and tangible results for the Palestinians through increased access to high-speed broadband services and increased access to selected e-services to citizens and businesses. The Project will focus on key points to unleash digital transformation in the Palestinian territories addressing some of the bilateral challenges allowing digital transformation to achieve its full potential. It will strengthen the digital resilience of the Palestinian territories and the ability of the PA to respond to shocks, such as COVID-19.
The Project takes a multi-disciplinary approach to support the digital transformation, COVID recovery and resilience of the West Bank and Gaza. The Project will be implemented and overseen by the Ministry of Telecommunications and Information Technology (MTIT). Individual activities are to be implemented by MTIT and the High Council for Public Procurement Policies (HCPPP), over a 5-year period.
 
Objective and Scope of Work
The objective of these terms of reference is to hire a qualified communication officer who will be responsible for Developing and implementing the communication strategies and work-plans, support project strategic goals and guide the creation of the project's visual identity. S/he should also support the development of effective key messages and systematic communication with key stakeholders. The communication officer will be reported to PMU Director.
 

Full Terms of Reference

Required skills and knowledge
- Minimum Academic Bachelor’s degree in Communications, Journalism/Media, or public relations. 
- At least 4 years of relevant professional experience working in media, journalism, advocacy, or communication, including writing features for media and the web.
- Understanding the best practices of main social media channels and demonstrating experience maintaining these channels including Facebook, Instagram, Twitter, YouTube, etc.
- Knowledge and understanding of the local and global digital landscape and trends.
- Excellent photography and video capturing and editing skills with relevant graphic design.
- Ability to create designs for digital media purposes and experience of working with multimedia tools like Adobe Photoshop, Adobe Premiere, and Illustrator.
- Ability to integrate PR/communication initiatives with social media.
- Experience developing compelling content to generate a response from audiences online.
- Experience in reporting on qualitative and quantitative analytics.
- Experience in handling of web-based content management systems.
- Ability to make new, initiative, creative and practical ideas.
- Ability to build professional networks and relationships (Relationship building skills).
- Ability to improve performance and satisfaction.
- Ability to listen, persuade, convey, and deliver messages both orally and in writing.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
- Ability to effectively prioritize activities and multi-task.
- Good time management skills.
- Fluency in both English and Arabic reading and writing languages is essential.

Time Frame and Contract
The duration of the assignment is one year on a full-time basis, extendable to the entire length of the project (5 years) based on performance evaluation.
