Development & Communications Director

The A.M. Qattan Foundation is seeking to recruit a highly motivated individual for the position of Development & Communications Director to work in its offices in Ramallah. Following is the description of this position:

Job Title: Development & Communications Director
Job Type: Full time
Line of Responsibility: Director General
Work Location: Ramallah

Job Objectives:

The CDD Director shares with the overall responsibility for the direction of the Foundation and its ability to set and achieve its goals.

S/he leads on the Foundation’s public image and communications, the monitoring and evaluation of its programs, the development of funding opportunities, and sectorial research that can inform its work.

S/he advises the DG on areas of relevance and strategic directions.

Responsibilities & Duties:

Communication:

  • Manage and lead on the Foundations communication strategies and policies
  • Control the quality and content of the public communications and related tools and channels
  • Foster and manage media relations
  • Monitor and analyze public issues and debates relevant to the Foundation and leads the response and engagement with close consultation with concerned directors.
  • Advise and lead where needed in crises/ emergency situations related to the media
  • Oversee the effective implementation of archiving and promotion related activities at the Foundation.
  • Lead on the Foundation’s branding guidelines and digital presence and footprint.

Resource Development: 

  • Lead in resource development strategy, planning and target setting.
  • Foster and develop donor relationships
  • Ensure compliance with internal and external guidelines
  • Quality control of the Foundation’s resource development activities, documents, and related databases.

Monitoring & Evaluation: 

Lead on and oversee the monitoring, evaluation, and learning activities.

  • Maintain a robust M&E (and learning) system to measure achievement and progress toward program goals and results
  • Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Programme Directors and DG

Oversees the publication and dissemination of information on successful and promising approaches, lessons learned, and other results to all relevant internal & external stakeholders.

Sectorial Research 

  • Ensure learning from relevant best practices locally and internationally
  • Ensure internal flow of information and integration between programmes and between areas lead by the LDD.
  • Highlight new areas of interest for the Foundation

Managerial Tasks:

  • Prepare and manage the Department’s work plans & budgets, in close coordination with the relevant staff
  • Direct & manage the department’s staff; ensuring that staff members are inducted, supported, and encouraged to develop within their roles.
  • Conducting regular and annual staff appraisals and identifying their development and training needs
  • Preparing and presenting regular narrative and progress reports including those for the Foundation’s semi-annual, annual and public reports
  • Participating in Senior Management Committee meetings
  • Any other work-related activities

Job Requirements:

  • Master’s degree in a relevant discipline
  • Certificates in project management/ research/M&E .. are a plus
  • Minimum 10 years of relevant work experience
  • Solid experience of developing and managing monitoring and evaluation systems
  • Resource management, training, capacity building, coaching, and mentoring skills
  • Excellent in the use of technology and computer software/applications.
  • A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
  • Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working.
  • Excellent organizational and management skills

Other Job Factors

  • Flexible working hours are required to accommodate evening and weekend activities.
