The main responsibilities include:

In accordance with established Agency policy and procedures, the  incumbent:

  • Assists in planning, monitoring, evaluation and follow  on all activities of the social services programme in the  Area/Camp to which the post incumbent is assigned, within the framework of the overall objectives,  strategies and targets of the programme;
  • Implements programmes and activities targeting women, persons with disability, children, youth and the community at large.
  • Strengthens the institutional capacity of the community-based organizations (CBOs) through provision of technical support including training of local administrative committee members and volunteers.
  • Works closely with the Community Credit Assistants to identify potential refugees that can benefit from the services of the Micro-credit Community Support Programme (MCSP).
  • Implements surveys and assigned studies in the targeted refugee communities, as requested.
  • Mobilizes community support and participation in the various community based projects and activities.
  • Coordinates with other UNRWA programmes, at the operational level, to increase refugees’ access to UNRWA services.
  • Maintains good working relations with various partners and stakeholders.
  • Monitors and evaluates progress of CBOs and other activities implemented within the framework of the Social Services Programmes; ensures efficient and timely data entry of all CBOs activities into database; and prepares all required reports.
  • Participates, as requested, in workshops and meetings intended to improve professional knowledge and skills relevant to as assigned responsibilities.
  • May be required to mentor newly recruited Social Workers.
  • Performs such other duties as assigned;

Other Duties:

  • Assists in planning, monitoring, evaluation and follow up on all Protection of Palestine Refugees issues within the Refugees community in Central West Bank including Refugee camps, East Jerusalem /Jerusalem periphery, Ramallah, Al Bireh, etc. Governorates, Area C and the Jordan Valley within the framework of the overall objectives, strategies and targets of UNRWA protection principles.
  • Conducts frequent field visits to assess, monitor and report on protection conditions in communities at risk of displacement and/or impacted by military incursions and setter violence.
  • Conducts Rapid assessments, evaluation and formulate plans of action.
  • Recommend Protection cash payments for victims of forced displacement and armed conflict based on set eligibility criteria. 
  • Case manages protection cases and provides progress reports also required to make internal/external referrals to specialized services in timely manner.
  • Conducts field visits to families, communities and population effected by home demolitions, military incursion, and settlers violent to asses and evaluate needs and incurred damages.
  • Prepares monitoring reports (daily, weekly and monthly) of security incidents and humanitarian issues related to the demolition/eviction/displacement/confiscation in coordination with OSO through direct contact with people and communities affected.
  • Collects data about beneficiaries from all available sources (observation, local, community, camp communities, CSO, etc.) on CIU assessment forms
  • Implements community wide outreach activities and events targeting women, persons with disability, children, youth and men with protection concerns.
  • Implements surveys and assigned studies related to protection in the targeted refugee communities, as requested.

Conditions of service  

Monthly basic salary JD673.5, plus an allowance of 1000 NIS payable in JD at UNRWA rate.

Other benefits include:

  • Provident Fund contribution (15% of basic salary paid by the Agency).
  • Dependency allowances (if applicable).
  • 30 days of annual leave.

To qualify for this position, you will need:

Education:

University degree in Social Work, sociology, psychology, guidance and counseling, social anthropology or any other related degree in social development or emergency and /or humanitarian relief aid.

Work experience: At least two year experience in a developmental social welfare programme applying the knowledge in Social Work, sociology, psychology, guidance and counseling, social anthropology ,social development or emergency and /or humanitarian relief aid, in governmental or non-governmental organizations.

Language(s): Command of spoken and written English and Arabic. Additional required requirements: A valid driver License and be able to drive in Jerusalem.

You will also need to demonstrate the following competencies:

  • Ability to work under pressure and challenging conditions;
  • Ability to take initiative and maintains cordial relationship with all concerned;
  • Ability to work effectively within a team as well as work independently without close supervision;
  • Ability to conduct and coordinate training and participatory assessment.

Desirable qualifications:

  • An understanding of the refugee community and knowledge of the customs, habits and traditions of various refugee groups.
  • Ability to mobilize community resources and potentials.
  • Basic computer literacy.

Additional Information:

  • The incumbent of this post is required to travel in the field in the course of performing his/her duties. Must be willing and qualified to drive an Agency vehicle.
  • The incumbent may be required to undertake professional in-service training as directed, with the field of assignment.
