UNRWA’s human development goals

UNRWA is funded almost entirely by voluntary contributions from UN member states, regional bodies, business foundations and individual contributions. UNRWA has identified four human development goals as the focus of the Agency’s operations in committing to fostering human development of Palestine refugees by helping them to: lead long and healthy lives, acquire knowledge and skills, achieve decent standards of living and enjoy human rights to the fullest possible extent.

How can you make a difference? 

You will be joining a team of around 4,000 staff in the West Bank Field Office working to foster the human development of some 800,000 registered Palestine refugees.   

The incumbent reports to the Director of UNRWA Operations. This reporting line is realized through the Deputy Director of UNRWA Operations (Programms), who has authority for day-to-day supervision of programs in the Field of operation. The Director of Health (HQ) Amman is responsible for ensuring the achievement of professional, policy and technical standards in line with the strategic direction of the programme. To realize this, the incumbent is responsible for ensuring consultation with and approval of the Director of Health on significant programmatic matters.

The main responsibilities include:

In accordance with established Agency policy and procedure, the incumbent:

  1. Directs and supervises the Agency’s Health Programme in the Field to ensure that medical care services, disease prevention and control, family health, mental health, oral health, laboratory, pharmaceutical, physical rehabilitation, hospital services and health information system are in line with the family health team approach;
  2. Establishes and maintains a positive relationship with the host government and non-governmental health and UN institutions on health matters in order to ensure a healthy and safe environment for UNRWA’s stakeholders;
  3. Oversees administrative matters pertaining to the Health Programme in the Field including personnel, budget and expenditure control to ensure the smooth and continuous flow of health operations and services;
  4. Directs multi-sector activities with the other departments in the Fields to ensure activities are correlated efficiently;
  5. Ensures coordination with local universities on health-related training activities to maintain continuous improvement on the health services provided by UNRWA;
  6. Oversees the implementation of health projects in coordination with the Field Infrastructure and Camp Improvement Programme and project management with the External Relations and Communications Department;
  7. Performs such other duties as may be assigned.

Conditions of services

Option One:  Fixed Term Appointment, HL11

Monthly basic salary JD 2,363,94, plus 31% of the basic salary as Senior Professional Officer Allowances (SPOA), plus an allowance of 1000 NIS payable in JD at UNRWA rate, other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).

Option Two: Limited Duration Contract

To qualify for this position, you will need:

Education

A University degree in medicine from a recognized university including an internship of at least twelve-month duration

An advanced degree in public health

A licence to practice medicine in the country of duty station

Work experience

At least ten years professional working experience in public health systems of which five years should have been at a supervisory level

Language(s)

Excellent command of written and spoken English and Arabic

Equivalency: 

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

  • Ability to work under pressure and make sound judgments.

Desirable Qualifications

  • A degree in Family Medicine Speciality.

Additional information

  • The incumbent may be required to travel frequently in the Agency’s area of operations;
  • Possession of a valid driving licence is required.
