Description

The Danish House in Palestine is a Danish civil society organization based in Ramallah, West Bank. The overall goal of the Danish House is to strengthen mutual understanding and appreciation between Palestinian and Danish cultures, as well as promoting joint values of diverse, open and tolerant societies. The Danish House was established in Ramallah in 2010 on the initiative of a group of Danes who formed a support association in 2006. For the last four years, the work has been guided by ourStrategy and Program Plan 2016-2020 and supported with core funding from the Danish Ministry of Foreign Affairs, DKK 17 million. The three strategic objectives of the organisation are:

• Developing Danish-Palestinian cooperation in social and cultural areas, as well as in media
• Strengthening the capacity of Palestinian civil society organizations contributing to the freedom of expression and the cultural life in Palestine
• Strengthening the institutional performance of the Danish House in Palestine towards achieving its mission and vision

Purpose

The evaluation is undertaken on behalf of the Danish House in Palestine and covers the period of January 2016 to August 2019. The overall purpose of the evaluation is to 

• Analyze and document results and delivery across the program portfolio and compared to the Strategy and Program Plan 2016-2020 and the agreement with the Danish Ministry of Foreign Affairs
• Assess whether it has been necessary and possible to adapt the programme to changes in the external context and/or to new learnings and opportunities
• Assess whether the overall strategy continues to be relevant given the fragile context 
• Provide lessons learned and recommendations for preparing a new strategy 

Scope of work and evaluation questions

The evaluation will be undertaken in accordance with OECD-DAC approaches and criteria, i.e. relevance, effectiveness, efficiency, impact and sustainability. Recognising the specific program of the Danish House within art and culture, the relative meaningfulness of each criterion will be assessed andevaluation questions developed. Other evaluation criteria can be applied in order to further enhance the relevance of the evaluation. 

Process and methodology 

The evaluation will include three phases: i) preparation phase, ii) a main study and iii) reporting. A participatory approach will be adopted to ensure that the views of key stakeholders are taken into account. 

The preparation phase will entail a review of documents, initial consultations with selected key stakeholders and based on this, development of evaluation questions, sampling of projects and identification of evaluation methodology in consultation with the Danish House. 

The main study will include data collection: Desk review of relevant documents, interviews with key stakeholders including partner organizations and focus groups. The main study will take place in Palestine and be finalised with a presentation and discussion of the initial findings.  

A reporting phase, drafting preliminary findings with conclusions and recommendations for discussion prior to presentation of the final draft. The content of the final evaluation report: Executive summary; Introduction: The background for and implementation of the evaluation, the methodology used; Context; Presentation of the Danish House; Conclusions: Based on findings and analysis, including efficiency, effectiveness, impact, relevance, and sustainability; Lessons learned; Recommendations; Annexes: The terms of reference, the team’s itinerary, list of persons met, and list of documents etc.

Budget and timing

The estimated maximum budget is DKK 100.000 including travel costs. The estimated time frame for the consultancy is 21 working days. The assignment is expected to start as soon as possible and no later than September 1st, and to be completed by October 1st.  There is some flexibility regarding the time frame subject to negotiation.

The consultant 

• Solid and documented experience with reviews/evaluations of Danida supported development and civil society programs – or from an equivalent agency
• Thorough and documented experience with OECD-DAC evaluation criteria
• Relevant experience from Palestine and/or elsewhere in the Middle East and North Africa region
• Experience with development programs working with art, culture and media is an added advantage 
• Must be fluent in English and have excellent report writing skills
• Arabic and/or Danish is an added advantage
