Palestinian Energy and Natural Resources Authority (PENRA) Projects Monitoring Unit (PMU)
Palestinian Energy and Natural resources Authority/Projects Monitoring Unit (PMU) is seeking to hire a
qualified for full-time Financial Assistant based in Ramallah with as follows.
Job Title: Financial Assistant
Key tasks:
1. Establish the books and accounting records for the project and maintain and update financial records
pertaining to all aspects of the project.
2. Act as a focal point for all matters relating to the financial management of the Project and when dealing
with Donors, MOF and other stakeholders
3. Record the day to day financial and accounting transactions related to the Project, using the applicable
accounting software
4. Set up Planning, budgeting, financial reporting procedures and prepare the related reports
5. Establish the disbursement Plan to monitor the fund flow.
6. Recommends financial actions by analyzing accounting options.
7. Prepare the necessary financial statements and any related supporting reports such as monthly bank
reconciliations, accruals and receivable reconciliations and others
8. Prepare a proper chart of accounts, using the applicable guidelines by the MOF and the Donors
9. Close the books of accounts of the project on a monthly basis and prepare the necessary financial
statements and reports
10. Review Contractor and Consultant invoices, payments and prepare disbursement applications.
11. Prepares payments by verifying documentation, and requesting disbursements.
12. Prepare financial statements and reports whether monthly, quarterly, semi-annual and/or annually.
13. Provide financial accounting expertise and support to the project.
14. Coordinate and work closely with appointed auditors and address any issues raised by the auditors
15. Perform other financial and record keeping support as may be required for the project.
16. Provide financial projections, including disbursement regarding the Project.
17. Provide the PMU director with financial analysis for all the Grants to provide sufficient financial
information for monitoring project activities.
18. Prepare and follow up on Donor related withdrawal applications.
19. Prepare the Financial progress reports as per the donors Requirements “FMR”.
20. Ensuring full compliance with the Donor’s financial reporting requirements and taking responsibility for
all financial management tasks related to the Project
21. The Financial specialist need to follow the Project Implementation and Financial Manuals (PIM and PFM ) and prepare all the required donor reports and submit them after revision and approval by the Project
Manager and Director General of PMU.
22. Reinforce financial data confidentiality.
Required Qualifications:
1. Minimum Bachelor's degree with major coursework in accounting.
2. One year of general fund accounting experience, or an equivalent combination of education and
experience sufficient to successfully perform the essential duties of the job as listed above.
3. Good knowledge of Palestinian governmental accounting system and financial law.
4. Good knowledge in auditing principles.
5. Good knowledge of laws in force in Palestine.
6. Have solid experience with Donors Financial and accounting management requirements
in particular with World Bank regulations and guidelines or similar donors and civil service organizations.
7. Excellent knowledge of computer applications related to the work.
8. Organizing own work, setting priorities and meeting critical deadlines.
9. Strong communication skills, including analytical, technical writing and problem solving.
10. Communication to interact effectively with co-workers, managers, subordinates and the general
public sufficient to convey information and to receive work directions.
11. Very good English Language (speaking, Reading, Writing).
12. Preparing clear, concise and informative reports, correspondence and other written materials.
