Palestinian Energy and Natural Resources Authority (PENRA)

Projects Management Unit (PMU)

Palestinian Energy and Natural resources Authority/Projects Management Unit (PMU) is seeking to hire a qualified for full-time positions based in Ramallah with frequent visits to Gaza Strip as follows.

1. Metering Engineer

Key tasks:

1. Study, develop and plan PENRA’s needs of metering instruments and thus set up the technical specifications, TOR’s, reports or any related documents accordingly.

2. Participate in the projects evaluation and assist to reach the best offers.

3. Reporting to the senior engineer regarding the progress in design preparation and advise for any discrepancy occurred and any actions, approvals needed

4. Carry out modifications, changes and also collects data for the Metering Systems

5. Identify and negate deficiencies within the operational procedures regarding measurement systems.

6. Ensure compliance to PENRA specifications and to all the governing international standards.

7. Ensure technical integrity and quality of metering systems consistently meeting internal, contractual and regulatory requirements.

8. Attend external calibrations, meter-proving and managing third-party witness and approvals processes.

9. Liaison with DISCOs throughout the project’s cycles such as establishment of technical specifications, evaluation, testing and validation in addition to any emerging events.

10. Collect, archive and provide all the relevant data delivered from DISCO’s and municipalities.

11. Follow up the technical issues with customers and advise PENRA of any future directions, modifications and recommendations and set up plans to solve any discrepancies.

12. Participate in all the relevant internal and external meetings and carry out the concerning missions

Required Qualifications:

• Equivalent to graduation from a four-year college or university with major coursework in Electrical Engineering or a field related to electrical power projects to successfully perform the essential duties of the job as listed above.

• At least 5 years of extensive relevant experience.

• A license, professional registration, certification or specialized education and training relevant to the area of electrical power projects is a plus.

• Knowledge of applicable laws, rules and regulations;

• Computer literate, knowledge of computer applications related to the work;

• Good relational, presentation and communication skills.

• Preparing clear, concise and informative reports, correspondence and other written materials.

• Knowledge of Control Systems and associated field instrumentation

• Good knowledge of standards, applicable metering and measurement standards and codes of practice

• Knowledge of computerized process systems

• Very good English Language (speaking, Reading, Writing).

2. Job Title: Procurement Assistant.

Key tasks:

1. Assist the procurement officer in developing and monitoring the procurement plan for the activities identified under the project.

2. Ensures that procurement process is done in accordance with the agreed guidelines.

3. Assist in preparing bidding documents for goods, works and non-consultant service contracts in accordance with the schedule in the procurement plan and the agreed-on provisions;

4. Prepares all submissions for obtaining IDA ‘no objection’ on procurement activities.

5. Assists in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.

6. Maintain and update the project’s procurement filling system.

7. Promotes the procurement function within the PMU.

8. Participates in internal and external meetings concerning procurement.

9. Carries out the duties of this post in a manner which promotes equality of opportunity and shows due respect for all employees, suppliers and other parties.

10. Applies the fiduciary/legal rules and regulations governing the work of PENRA and the PMU.

11. Participates, in collaboration with other departments/personnel, in the preparation of the annual and mid-year budgets.

12. Assists departmental personnel with procurement questions, proper practices, document processing and other procurement related activities.

13. Performs other duties of a similar nature or level, as assigned by the PMU Director.

14. Maintaining complete procurement documentation and filing; and ensuring complete data entry into the World Bank’s STEP system

Required Qualifications:

• Equivalent to graduation from a four-year college or university with major coursework in accounting, economics, engineering, management or any other relevant field.

• Minimum one year of direct experience in Procurement and Contract Management (procurement financed by the World Bank or similar institutions), and an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

• Ability to plan and organize own tasks and responsibilities and setting priorities and meeting critical deadlines;

• To have up to date knowledge of related procurement legislation including WB and EU regulations for public procurement.

• Ability to manage the procurements of more than one project at the same time;

• Communication to interact effectively with co-workers, managers, and the general public sufficient to convey information and to receive work directions.

• Good English Language (speaking, Reading, Writing).
