UNRWA’s human development goals

UNRWA is funded almost entirely by voluntary contributions from UN member states, regional bodies, business foundations and individual contributions. UNRWA has identified four human development goals as the focus of the Agency’s operations in committing to fostering human development of Palestine refugees by helping them to: lead long and healthy lives, acquire knowledge and skills, achieve decent standards of living and enjoy human rights to the fullest possible extent.

How can you make a difference? 

You will be joining a team of around 4,000 staff in the West Bank Field Office working to foster the human development of some 800,000 registered Palestine refugees.   

The incumbent reports to the Access Officer, P-3.

The main responsibilities include:

In accordance with established Agency policy and procedures, the incumbent:

  1. Is responsible, in cooperation with Operations staff, for maintaining continuity of communications with UNRWA staff in the West Bank, information on movement of staff, security incidents, access constraints and threats;
  2. Oversees and operates the available radio and communication systems and telephone lines ensuring that incoming and outgoing messages are properly and promptly registered and incoming and transmitted as required;
  3. Ensures that standard operating procedures and instructions from the Field Office for informing staff members in the field are followed up promptly and accurately;
  4. Ensures that computerized logs of staff movements and incidents across the Field are properly maintained; reports on the occurring access problems and follows up with Operation Support Officers who liaise with the local authorities;
  5. Ensures that records and lists of essential telephone numbers and contact information are properly updated, maintaining confidentiality of sensitive information;
  6. Maintains contact with the UNDSS Communication Room in the West Bank, liaising on regular intervals;
  7. Performs such other duties as may be assigned.

Conditions of services

Option One:  Fixed Term Appointment, Grade 12 

Monthly basic salary JD 821.60, plus an allowance of 1000 NIS payable in JD at UNRWA rate, other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).

Option Two: Limited Duration Contract (LDC- Band E) 

Monthly basic salary JD 944.80 depending on the professional knowledge and experience. Other benefits include compulsory medical insurance, 30 days of annual leave pre-rated to the duration of the contract where less than one year, and family allowance (if applicable).

To qualify for this position, you will need:

Education

A university degree in social sciences or any other related field

Work experience

At least four years of experience in functions related to responsibilities above

Language(s)

Excellent command of spoken and written English and Arabic

Equivalency: 

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

You will also need to demonstrate the following competencies:

  • Maturity, ability to manage stress and maintain confidentiality;
  • Sound judgment and positive attitude;
  • Computer literate.

Desirable Qualifications

  • Knowledge of UN policies and procedures;
  • Knowledge of Hebrew language.

Additional information

  • Possession of a valid driving license;
  • Good knowledge of the Field geography;
  • The incumbent will be required to work beyond regular working hours;
  • Training in the use of communications equipment.
