Stability, Services and Reform Programme ‘SSRP’ in Palestine

  • Coffey is looking for a Team Leader to manage a DFID-funded TA programme 
  • Up to March 2021 with a possible two-year extension
  • Palestine (OPT)

The Programme

SSRP (Stability, Services and Reform Programme) is a DFID (Department for international Development) funded technical assistance (TA) programme working with the Palestinian Authority (PA). Through the technical assistance component of the SSRP, Coffey with its consortium partners will support the PA in reform across core state systems in public finance and centre of government, building the capability of the PA to deliver on three output areas: 

  1. Public administration reform, including institution building at the centre of government to strengthen policy, planning and communications, to underpin government effectiveness and improved service delivery in specific line ministries (e.g. health and education). 
  2. Public financial management (PFM) reform to underpin fiscal stability, and reduce the fiduciary and corruption risks associated with financial aid, this will draw heavily from the PA’s PFM Strategy.
  3. Revenue reform, to strengthen tax enforcement and improve the business environment.  

Primarily, the project will support three government bodies: The Ministry of Finance (MoF), the Prime Minister’s Office (PMO), and the General Secretariat (GS).

The Role and Terms of Reference

The Team Leader is responsible for overall programme leadership, providing strategic vision, ensuring delivery is on track, and offering guidance on the design and implementation of technical activities. The Team Leader reports directly to the Project Director and on a day-to-day basis to the Project Manager.

The Team Leader will engage with the Palestinian Authority, DFID and the international donor community on the project within a politically sensitive context. They will be DFID’s primary point of contact to discuss engagement with the Palestinian Authority. Specific functions include:

Strategic and external engagement

  • Lead high-level engagement and manage project communications with the Prime Minister’s Office, General Secretariat, Ministry of Finance, DFID and other stakeholders
  • Oversee team’s engagement and relationships with PA counterparts and other donors, and is escalation point for issues.
  • Represents the project at the Technical Steering Committee.
  • Advise the team and DFID on political dynamics of the PA and response of the programme (e.g. scenario planning). 
  • Identifies and manage opportunities, threats and risks to the programme.

Programme Delivery and Management: 

  • Provide leadership in identifying and addressing issues, suggesting ways to address weaknesses that may be reducing the effectiveness of delivery.
  • Coordinate delivery of and interaction between the PEA, risk matrix, MEL and adaptive management ensuring the programme is responding to risks and opportunities.
  • Own and updates the project risk matrix, escalating changes of risk to the Project Manager, Project Director and DFID. 
  • Oversee team organogram to ensure appropriate resources are being planned for, supports Deputy Team Leader (DTL) in defining roles and inputs 
  • Support DTL in defining the work plan, the production and quality assurance of deliverables 
  • Oversee regular reporting requirements and respond to DFID requests for products, including ad-hoc briefings, in conjunction with DT, Component Leads and Project Manager.

متطلبات الوظيفة

The Person

    • An advanced university degree (or equivalent) 
    • 15+ years of experience working on and leading high-level donor funded programmes
    • Extensive experience in the field of public administration and governance reform.
    • Track record of successfully engaging with high-level government officials in the Palestinian Authority, building and influencing relationships.
    • Experience of responding to donors’ requests for products, including ad hoc briefings and reporting.
    • Experience successfully managing large teams of technical staff. 
    • Ability to lead on risk management for a large, complex programme, as well as leading on identifying and pursuing programming opportunities.  
    • Demonstrated understanding of adaptive programming, and experience using learning to improve a programme’s outcomes and impact. 
    • Evidence of deep understanding of the political economy and public-sector operations within the OPT.
  • Fluent in English and Arabic, with strong facilitation and communications skills.
