Enhancing the Business Environment for the Micro, Small and Medium Palestinian Enterprises Program

The Palestinian Energy and Natural Resources Authority (PENRA) is currently seeking a highly motivated Technical Engineers full-time position at PENRA to work on a program which aims to contribute to the improvement of the competitiveness of Palestinian MSME’s (Micro, Small, Medium Enterprise’s) through activities that support Palestinian public institutions in enhancing the business environment and MSME’s productivity, with a special focus on the access to renewable energies and their use to significantly reduce the production costs through a lower energy dependence.

The program is to be carried out in partnership with the Palestinian Energy and Natural Resources Authority and the Italian corporation.
The aim of the program is to reduce the consumption of imported energy in Palestine through the promotion of renewable energy technologies in MSME’s, furthermore the program long-term objective is to assist in the international and regional transfer of experience and technology that could be instrumental in GHG emission reduction, and to promote public and private sector investments in energy
projects that are beneficial such the Renewable Energy and energy conservation. The overall objective is to increase the adoption of renewable energy alternatives in MSME’s that contribute to green economy and sustainable development in Palestine.

1. Position: Technical Engineers (3).
Work place: (Ramallah / Nablus / Hebron)
Technical Engineer responsibilities will be as follows:

• Preparing and conducting a survey to evaluating number, size and type of MSME’s that existing in Palestine.
• Gathering energy Consumption for MSME’s in Palestine.
• Conducting market study, assessment of MSMEs’ needs for access to RE.
• Creating a preliminary energy audit process (including elaborating procedures, documentation, etc.…).
• Identifying renewable energy projects with all needed components that can be implement through using a whole building approach.
• Collecting data (including fieldwork and measurements if needed).
• Analyzing the data collected and saving potentials financially and technically.
• Preparing technical feasibility study and recommendations.
• Work closely with the financial analysis to prepare economic study for the projects.
• Presenting the study to the clients.

Qualifications:

• Bachelor’s degree at least in Electrical Engineering (Power Section), Energy & Environmental engineering or Mechanical Engineering.
• At least 3 years of work experience.
• It is preferred if the resident place of the applicant be in the same place of work area.

Knowledge & Core skills:

• Good knowledge of the energy sector.
• Strong communication skills, including analytical, technical writing and problem solving.
• Ability to work as an integral part of a project team.
• Good command in Arabic and English, writing, reading and speaking.
• Support diverse and inclusive work environment.
• Excellent knowledge of computer applications related to the work.
• Making effective presentations to individuals and groups.
• Preparing clear, concise and informative reports, correspondence and other written materials;
