Vacancies Announcement
Palestinian Energy and Natural Resources Authority (PENRA) Projects Management Unit (PMU)
Palestinian Energy and Natural resources Authority/Projects Management Unit (PMU) is seeking to hire a qualified for full-time positions based in Ramallah with frequent visits to Gaza Strip as follows.

1. Procurement Officer
Key tasks:
1. Develops the procurement plan for the activities identified under the project.
2. Monitors and updates the procurement plan on a quarterly basis or as needed.
3. Ensures that procurement is done in accordance with the agreed guidelines.
4. Prepares bidding documents and draft contracts for goods, works and non-consultant service contracts in accordance with the schedule in the procurement plan and the agreed-on provisions.
5. Prepare Invitation for EOI, Request for Proposal documents and draft contracts for consultant services in accordance with the schedule in the procurement plan and the agreed-on provisions;
6. Prepares all submissions for obtaining IDA ‘no objection’ on procurement activities.
7. Assists in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
8. Establish and monitor the project’s procurement filling system.
9. Participates in negotiation of contract terms and monitors performance against these contracts.
10. Promotes the procurement function within the PMU including the development and improvement of training and skills of staff involved in purchasing within the PMU.
11. Participates in internal and external meetings concerning procurement.
12. Carries out the duties of this post in a manner which promotes equality of opportunity and shows due respect for all employees, suppliers and other parties.
13. Applies the fiduciary/legal rules and regulations governing the work of PENRA and the PMU.
14. Participates, in collaboration with other departments/personnel, in the preparation of the annual and mid-year budgets.
15. Assists departmental personnel with procurement questions, proper practices, document processing and other procurement related activities.
16. Performs other duties of a similar nature or level, as assigned by the PMU Director.
17. Maintaining complete procurement documentation and filing; and ensuring complete data entry into the World Bank’s STEP system

Required Qualifications:
1. A university degree in economics, engineering, management or any other relevant field.
2. At least 5 years of experience in Procurement and Contract Management, with at least 3 years of experience in procurement financed by the World Bank or similar institutions and Multi/bi-lateral Donor’s Procurement.
3. Fluent English Language (Speaking, Reading, and Writing) is a must.
4. Excellent knowledge of computer applications related to the work.
5. Ability to plan and supervise the work of subordinates;
6. To have up to date knowledge of related procurement legislation including EU regulations for public procurement.
7. Ability to manage the procurements of more than one project at the same time;
8. Ability to organize own work and the work of others, setting priorities and meeting critical deadlines.
9. Communication to interact effectively with co-workers, managers, subordinates and the general public sufficient to convey information and to receive work directions.

2. Job Title: Environmental & Social Engineer
Key tasks:
1. Participate actively in site specific assessment of the project locations in order to determine the applicable Environmental and Social Instruments.
2. Participate actively in the stakeholder’s engagement and provide inputs to Environmental and Social instruments.
3. Supervise and monitor the contractor’s compliance to OHS and labor management Procedure.
4. Ensure effective engagement with the stakeholders and manage the information disclosure as per the Stakeholder Engagement Plan (SEP).
5. Assist on the supervision and monitoring of the adequate implementation of Environmental and Social specific instruments.
6. Assist on the preparation of regular Environmental and Social Compliance Reports (ESCR) on compliance status with the project documentation.
7. Coordinate with the Environmental Quality Authority (EQA) for any additional project requirements.
8. Follow up and update the Grievance Redress Mechanism (GRM)
9. Assist on providing the environmental and social training and public awareness campaigns.
10. Produce reports in a manner understood by non-technical people for effective dissemination purpose.
Produce relevant summary documents in Arabic language for dissemination in local levels.
11. Assist on the preparation of reports to be submitted to the PMU Manager as a follow-up on the implementation and monitoring of the sub-projects.
12. Undertake other duties as per the requirements of the project or as directed by the Environmental and Social specialist.

Required Qualifications:
1. Minimum B.A. degree in Engineering, Environmental Management, or Environmental and Occupational Health.
2. Minimum 2-years experience in conducting environmental and social assessments.
3. Preferable experience in the field of electrical engineering and environment.
4. Experience in dealing with complaints systems.
5. Fluent English Language (Speaking, Reading, and Writing) is a must.
6. Good experience in producing reports is required
7. Ability to communicate effectively, understand community and stakeholder perspectives and vulnerabilities and to engage with project affected people and project management teams positively and constructively
8. Knowledge of the project area and the communities in particular Gaza strip.
9. Have very good computer skills in general and especially in MS Office package (Word, Excel, PowerPoint, MS Project, etc.).
10. Knowledge in the World Bank Environmental and Social Framework is a plus.
11. Knowledge of Palestinian existing laws, policies and regulations in environmental.

3. Job Title: Monitoring Engineer
Key tasks:
1. Study, and revise all drawings and make sure that the design is applicable to the site with no conflicts.
2. Act as the main technical adviser on a construction site for subcontractors, craftspeople and operatives
3. Set out, level and survey the site
4. Check plans, drawings and quantities for accuracy of calculations
5. liaise with any consultants, subcontractors, supervisors, planners, quantity surveyors and the general workforce involved in the project
6. resolve any unexpected technical difficulties and other problems that may arise.
7. Advise the staff in the technical department on any technical revision or amendment so that an effective harmony is ensured between the design and the site.
8. Follow up day-to-day contractor’s activities and make sure that they are in line with blueprints so that an effective progress is ensured.
9. Issue periodic reports to the monitoring specialist about the site activities and advise on any discrepancy.
10. Make sure that all contractor’s questions are answered, all technical documents, drawings are in hand.
11. Inspect all materials to be supplied in the site and ascertain that they are comply with all applicable codes and standards.
12. Participate in all the relevant internal and external meetings and carry out missions with different parties such as PETL and the World Bank concerning different technical and regulatory matters.

Required Qualifications:
1. Minimum B.A. degree in Electrical Engineering/Power or renewable energy Engineering.
2. At least 5 years of proven extensive experience in renewable energy projects; preferably experience in projects funded by international donors.
3. Working knowledge of government regulations, reliability standardsl and utility electrical power systems.
4. Experience using AutoCAD (2D and 3D), Excel, MS office, simulation software programs.
5. Strong understanding of solar energy technology and concepts including connections, strings, inverters, design concepts and shading analysis.
6. Strong understanding of electrical installations, protection devices, and power systems
7. Working knowledge of Electrical Safety
8. Excellent interpersonal skills & the ability to direct the work of others
9. Effective oral and written communication skills
10. Ability to maintain positive and effective working relationships in all professional relationships
11. Willingness to work outside under varying conditions, as necessary
