Terms of Reference – Data Collector

International Development and Early Learning Assessment (IDELA)

Introduction:

At the education level, Save the Children acknowledges the fact that education improves life-long health, income and prospects. Therefore, it works to ensure that every child receives a good quality education and gains the skills and knowledge they need to thrive in the 21st century. SC also supports programmers that are proven to promote learning in school and in the community. It further influences global and national policy to improve children’s access to quality education, from pre-school care through to adulthood.

Save The Children common approach in the Early Childhood Care and Development (ECCD) sub-thematic area is “Ready to Learn” and aims to ensure that children are ready to enter primary school.

Through the project “Quality and inclusive ECCD for the most deprived and neglected children in oPt” Save the Children is hiring Data Collectors who will support an International Development and Early Learning Assessment (IDELA) assessment for 480 children in 24 Kinder Gardens (KGs) in the West Bank. 

Roles and Responsibilities: 

  • Conduct one-on-one child assessment, using the agreed tool and methodology. For the total number of surveys and the locations of the KGs (See annex 1) 
  • Update Assessment Team Supervisor on achievement on a daily basis.
  • Inform Assessment Team Supervisor of logistical and material needs on a daily basis to enable you to conduct the assessment without delays.
  • Participate in debriefing meetings with the Assessment Team Supervisor, reporting the daily assessment findings, plus any challenges you are facing. 

Induction period:

SCI will train the selected data collectors on IDELA methodology and on Child Safeguarding for a total of 1 day of induction. 

Duration of the service: 

Framework agreement for two years 2019-2021 will include two phases; consultants are expected to initiate the first phase of data collection no later than 18th of September 2019 and complete it before no later than October 10th 2019 (Working 5 days per week). The second phase will be implemented during March and April 2021. 

Reimbursement: 

  • Payment will be based on total number of surveys completed (35 NIS per survey Taxes will be deducted per as the Palestinian law)
  • Consultants will be responsible to cover their transportation and communications costs.

Essential Skills:

  • Relevant Education (social sciences, psychology, social work, or related field).
  • Previous experience with IDELA and conducting qualitative and quantitative data collection is preferable.
  • Ability to work independently and as part of a team.
  • Excellent communication skills, especially with children.
  • Understanding and commitment to Save the Children’s values.
  • Commitment to safeguarding children and key informants.
