Duties and Responsibilities:

Under the overall supervision of UN Women Special Representative, the direct supervision of UN Women Rule of Law project manager, and working in close cooperation and coordination with UN Women technical team, the consultant will undertake the following tasks, duties and responsibilities:

  • To meet with the FJPU, OSC and other stakeholders as relevant and UN Women to identify institutional capacities needs of the OSC , gaps, opportunities and challenges;
  • To prepare a work plan, including a work methodology, objectives, outputs, and a list of interventions that will be undertaken to realize the objectives;
  • Regularly meet with UN Women to update on progress and challenges of the assignment;
  • To ensure participatory approach with key stakeholders, including international partners, during all phases of the work;
  • To work in close coordination and cooperation with the FJPU team on issues related to the OSC organizational development, including: planning, monitoring, budgeting, sustainability, documentation, reporting, data collection and analysis, and develop related documents, tools and manuals;
  • To assist the FJPU to build partnerships and enhance collaboration and coordination with stakeholdersservice providers, including the civil society;
  • To aassist the FJPU team in identifying and developing working protocols and MoUs with service providers, to enhance synergy and complementarity;
  • To assist OSC’s team in developing the center’s operational mechanisms;
  • To assist OSC’s team in assessing human resources needs, through conducting work load analysis;
  • To conduct capacity needs assessment of OSC’s team and develop a training plan accordingly;
  • To assist OSC’s team in preparing safety, and privacy measures that should be put in place to ensure survivor’s safety; and
  • To assist OSC’s team in preparing reporting templates and periodical progress reports;

Education:

Advanced University studies in Gender, Human Rights, Management, Criminology, Law, Sociology or related discipline

Experience:

  • At least 5 years of relevant professional experience in organizational development, including developing Standard Operating Procedures ( SoPS), policy papers, guidelines and strategies;
  • At least 4 years of professional experience in the area of gender based and sexual violence and victims’ protection;
  • At least 4 years of professional experience in capacity building and training, including coaching;
  • Experience with the Palestinian governmental institutions, particularly with the Security Sector indicated by at least 2 previous similar assignments/ positions with or within the sector; and
  • Experience with the UN system or/and International Organisations would be considered a strong asset.

Language:

Fluency in both English and Arabic.
