Functional Responsibilities:

The Project Manager will work in support of the OQ Director of Energy in general, the wider Energy Team, and external stakeholders to support the implementation of the OQ’s development agenda. 

In particular, the Project Manager – Renewable Energy will support the DoE by being responsible for the following areas: 

Project management

  1. Project manage the OQ’s work to facilitate development of large-scale solar photovoltaic (PV) energy facilities in Gaza, leveraging the existing investigation and pre-feasibility assessment of potential solar PV sites, with the objective of progressing projects through the next stage;

  2. Liaise with donors and implementing agencies to secure funding and facilitate the development of identified projects on the ground in Gaza;

  3. Identify other opportunities to support renewable energy development in Gaza and the West Bank. Develop strategies and liaise with stakeholders as appropriate to see appropriate projects progressed; 

  4. Manage the necessary resources to achieve the above outcomes, including an Economic Development Associate (EDA);

  5. Support the Director of Energy and energy workstreams more generally.

Stakeholder Management:

  1. Establish strong working relationships with Palestinian, Israeli and international stakeholders at the appropriate level to ensure continued cooperation, access to relevant information and to coordinate outputs. This will require the Project Manager to travel regularly to Ramallah and Gaza.

  2. Ensure stakeholders are aware of project activities, progress and risks.

  3. Manage and facilitate the engagement of external service providers by maintaining effective communication with them; facilitating meetings, access to data and contacts as required; providing input to their work and ensuring an acceptable quality of delivered services through contributing to reviews of outputs.

Communication and Outreach:

  1. Ensure preparation of a range of general written communication documents (such as reports, letters, emails, talking points and presentations) as needed, including the bi-annual Ad Hoc Liaison Committee (AHLC) report.

    1. Organize and facilitate meetings as required.

    Fund raising and donor liaison: 

    1. Ensure timely reporting to Energy Team donors, including monitoring of agreed outputs and outcomes.

    2. Support the development of OQ funding proposals and fundraising strategies and ensure timely delivery to the standard required.

    Research, Monitoring and Knowledge Sharing  

    1. Develop and maintain a comprehensive understanding of the Palestinian energy sector by identifying challenges, opportunities for further engagements and key players, and regularly share any learnings with the OQ’s Energy Team.

    2. Develop and maintain a comprehensive understanding of regional energy developments and share any learnings with the OQ’s Energy Team.

    3. Support data and information gathering relevant to energy sector work streams.

    The work is of a highly confidential nature and the contractor must maintain the highest standards of confidentiality.

Education/Experience/Language requirements:
Education:

  • Advanced degree (MA or PhD) in engineering, economics, international relations, development management or other development areas is preferred. Bachelor’s degree with additional 2 years of experience is accepted in lie.

Experience:

  • At least five years’ experience in engineering, economics, international relations, development management, policy or finance in the energy sector is preferred, however general experience in a related discipline would be sufficient for this role.

Language:

  • Excellent command of written and spoken English.

  • Knowledge of Arabic and/or Hebrew is an asset.

Skills & Abilities:

  • Highly skilled in stakeholder management: Stakeholder-orientation and sound judgment; ability to consistently demonstrate a professional manner in dealing with individuals at all levels, both internal and external to the organisation. 

  • Strong sectoral knowledge: Strong understanding of international relations and international energy markets; experience in working for international organizations or private sector with a focus on energy is preferred.    

  • Highly skilled in research and analysis: Very strong quantitative and qualitative analytical skills; keen attention to detail and data accuracy.

  • Excellent communication skills: Strong research and writing ability; skilled in creating knowledge products such as policy briefs, papers, guidance notes and other pieces directed at multiple audiences.

  • Strong team player: Ability to work independently and in teams; ability to interact with high-level individuals across a range of organisations; flexible as tasks and priorities shift; respect and proven ability to work and strive in a multicultural environment.

  • Project management: Strong project management skills across the whole spectrum of skills required to effectively manage a project (from timely execution through to identifying red flags, strong coordination skills etc.)

  •  Time management skills: Strong time management skills and abilities which are critical for successful management of projects and initiatives; ability to work under tight deadlines, juggling multiple competing tasks and prioritizing demands. 
  • Other: Demonstrated competence with using standard office software packages (MS Word, Excel, PowerPoint, etc.).
