OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties:

  1. Assist in the overall implementation of the activities of the trauma and emergency care subcomponents.
  2. Assist in developing and updating project implementation plans and the subsequent implementation of project activities across the different subcomponents of the project, with an emphasis on subcomponent 1.2 (support to hospitals).
  3. Act as focal point for the subcomponents of the project (hospitals, prehospital, emergency medical services) and work to ensure support to the prehospital and hospitals is provided in timely manner such as clinical coaching and training
  4.  During acute emergencies, provide analysis of the public health risks, needs and capacities and advise on priority interventions for the trauma and emergency care programme; challenges and operational course correctors, as applicable.
  5. Track implementation of the project and expediting implementation of project activities.
  6. Contribute to the monitoring and evaluation of the project, results framework, following up on the indicators relevant to the project, baseline assessment tool, and coordination with third party monitoring.
  7. Assist in developing and updating project budget and subsequent disbursement across the different subcomponent of the project.
  8. Assess the impact and effectiveness of responding of the progamme at the sub-national level, evaluate the relationship between emergency programmes and operational structures in WCO; identify gaps, recommend capacities required to improve effectiveness; suggest remedial actions to allow greater predictability, accountability, and partnerships. 
  9. Secure information related to emergency and trauma care by supporting the development of information systems at the health facilities. Routinely consolidate health data in trends and trends assessment.
  10. Provide input to communications and information products (Sitreps, health cluster bulletins etc.) as required.

REQUIRED QUALIFICATIONS
Education
Essential: First level university degree in medicine, public health, health systems/services administration or related field.
Desirable: Advanced University degree in emergency medicine, trauma care or other related discipline.

Experience
Essential: At least 2 years' experience in public health, hospitals, health information management in developing countries.
Desirable: Related experience in development and implementation of strategies and action plans on supporting health sector.Experience with design, implementation, monitoring and evaluation of projects

Skills
Demonstrated skills in and knowledge of the health hospital activities and needs and/or in the context of Emergency response.
Proven skills in coordination of activities and information between the different Programs.
Knowledge of public health, medicine and health services.
Good time and stress management in pressing situations and conflicting priorities.
Knowledge of WHO rules, manuals, practices and procedures is an asset.
Strong presentation skills.
Demonstrated ability to analyse data and statistics.

REMUNERATION
Remuneration comprises an annual base salary starting at ILS 201,346 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
