(AICS)تعلن وزارة الصحة الفلسطينية، عن حاجتها لملئ شاغر وظفية"منسق مشروع  " بدعم وتمويل من الوكالة الإيطالية للتعاون الإنمائي 

تشمل مهام منسق/ة المشروع  العامة الحفاظ على العلاقات والتنسيق الفعال مع مختلف الشركاء الرئيسيين في مجال الصحة. سيقوم منسق/ة المشروع بتطبيق النظم والإجراءات المعمول بها ويساعد في توفير المعرفة البرامجية والفنية من خلال تجميع وتحليل المعلومات ذات الصلة بالمجالات المختلفة لخطة العمل السنوية الخاصة بالمشروع. كما وسيساهم في تسهيل تنفيذ خطة العمل باستخدام وتطوير الآليات والنظم المناسبة وضمان الامتثال للإجراءات المعمول بها .

يتم استقبال طلبات التوظيف ابتداءً من يوم الاحد الموافق 19/7/2020 ولغاية يوم الاحد الموافق  تاريخ 2/8/2020 ..

يتم تجديد العقد سنويًا بناءً على توفر التمويل وتقييم الاداء من قبل وزارة الصحة والوكالة الإيطالية للتعاون الانمائي

Terms of Reference for Project Coordinator

Background

The Palestinian Ministry of Health (MoH) is implementing someprograms in partnership with Italian Agency for Development Cooperation (AICS).

Particularly, the three-year long RING program, with a total budget of 11,500,000Euro, aims at strengthening the Palestinian health system with integrated actions addressing several building blocks of the system, which include prevention and control of chronic non communicable diseases, mental health and psychosocial support services, public health programs aimed at reducing inequalities and improving maternal and child health, etc. The Program is in continuity and synergy with other initiatives, including the three-year long POSIT project,which aims at strengthening the primary health care system in Palestine, and the one-year long CRONO project, which aims at strengthening the healthcare services with the general objective of reducing the burden of Non Communicable Diseases, responsible of the vast majority of morbidity, premature mortality and disability in Palestine.

MoH is currently seeking full-time project coordinator to be responsible for the day to day coordination of the projects activities under the direct supervision of the Director of MoH International Cooperation Unit. The Project coordinator will be required to familiarize him/herself with all aspects of the running activities of the projects in charge of processing all aspects of project coordination and management.

The Coordinator will be responsible for coordinating all aspects of the execution of the Projects and will be reporting to the Director of MOH International Cooperation Unit.The Coordinator shall work in close cooperation with the relevant departments/units within MoH and with AICS health sector referent as appropriate to implement, guide and supervise activities related to the execution of the project.

In particular, the Coordinator will be responsible for the following tasks:

Main tasks:

  • Contribute to the preparation of annual Operational and Financial Plans;
  • Contribute to the preparation of biannual workplans and their submissionto the Advisory Committee for review and approval;
  • Coordinate the staff of the Palestinian Ministry of Health in the preparation of the Operational and Financial Plans;
  • Contribute to the production of technical, financial and procurement reports regarding the realization of project activities and the use of resources;
  • Contribute to the planning of the activities envisaged in the Operational Plans, their organization and implementation, monitoring and evaluation;
  • Ensure the implementation and follow up of all projects’ activities strictly according to the related technical agreements;
  • Work in close collaboration with the referent of AICS health sector.
  • Prepare a detailed report on the progress of the activities every three months and a final detailed report at the end of the contract period;
  • Perform other duties as may be assigned by the Director of MoH International Cooperation Unit.
  • Minimum Required Qualifications
  • At least Bachelor Degree in Public Health  or health sciences or Project Management, or administrative sciences ( master degree is preferable).
  • At least 5 years of relevant experience in managing donor-financed projects
  • Has self-initiative, is dynamic in establishing relationships, hardworking, and capable of working well in teams, and managing teams;
  • Strong supervisory, interpersonal and staff support skills.
  • Fluency in English and excellent report writing.
  • Excellent computer skills.
  • Ability to work under pressure within team work

Time Frame and Contract

The duration of the assignment is one year on a full-time basis, extendable to the full length of the project
