OBJECTIVES OF THE PROGRAMME

The objectives of the WHO Country cooperation strategy for 2017-2020 is to contribute to the strengthening and building the resilience of the Palestinian National Health system and enhance MoH leadership to progress towards the universal health coverage. This includes strengthening capacities of Palestinian health institutions to prepare for and respond to public health emergencies.

DESCRIPTION OF DUTIES

  • Identify subjects of interest for communications messages and products to promote country work for public and professional groups (including media, donors) via web and social-media, other platforms/materials;
  • Maintain and enhance WHO oPt's website and social media platforms in English and Arabic (and other platforms as needed) through development of regular postings and engagement on such accounts/platforms; with an emphasis on video and visual content;
  • Participate in the production of WHO and WHE oPt's main regular communication products and tools, and maintain an up-to-date contact database with target audiences, and communication for visibility among the donor community.
  • Support the development and implementation of selected health and advocacy campaigns (e.g. barriers to health, non-communicable diseases, universal health coverage,) including messages, written and multimedia materials, dissemination and follow-up;
  • Maintain contact and good relationships with communication specialists/teams at WHO regional level, in addition to local UN and partner and donor groups (eg UNICEF, ECHO).
  • Support the development of content for emergency-related advocacy tools, in line with established WHO guidelines and standards used throughout the Organization, to ensure consistency of approach.
  • Carry out other tasks as required to support the internal and external communication of the organization.

REQUIRED QUALIFICATIONS
Education
Essential:

  • University degree in communication, journalism, political science, social sciences, international relations or related field.

Desirable:

  • Studies or experience-based knowledge of communications techniques
  • Knowledge or understanding of WHO mandate and goals in the emergency incident management context.

Experience
Essential:

  • Studies or experience-based knowledge of communications techniques
  • Knowledge or understanding of WHO mandate and goals in the emergency incident management context.

Desirable:

  • Experience in planning and implementing media and communications projects tactics, including the development of audio and visual materials and tools.
  • Related experience in the United Nations or an international organization involved in communications projects and/or tactics related to humanitarian crises, emergency preparedness and response relief interventions and risk reduction in public health

Skills

  • Ability to write well in English and Arabic and produce engaging communication materials in written and visual form (photo and video)
  • Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus.

Proven skills in the development and implementation of communication/media products and tactics, including excellent storytelling and presentation skills and photo production abilities.

  • Knowledge of social media and website management;
  • Demonstrated ability to work under pressure to achieve multiple deadlines
  • Ability to "think out of the box" and to make innovative proposals to extend communication reach.
  • Demonstrated ability to work within an emergency context at the country level
  • Knowledge of public health sector and issues.

REMUNERATION
Remuneration comprises an annual base salary starting at ILS 201,346 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
