Mission and objectives

UNSCO represents the Secretary-General and leads the UN system in all political and diplomatic efforts related to the peace process, including in the Middle East Quartet. UNSCO also coordinates the humanitarian and development work of UN agencies and programmes in the occupied Palestinian territory, in support of the Palestinian Authority and the Palestinian people. UN Secretary-General António Guterres is deeply committed to peace in the Middle East. The UN works for the creation of an independent State of Palestine living side-by-side in peace with the State of Israel, and a just, lasting and comprehensive resolution to the Arab-Israeli conflict, in accordance with relevant UN resolutions and international law.

Context

The national Coordination and Liaison officer position is located in the Gaza sub-office of the United Nations Special Coordinator’s Office for the Middle East Peace Process, Coordination Unit (CU), and reporting to the Coordination Officer. The unit advises the Special Coordinator and the Deputy Special Coordinator/Resident Coordinator/Humanitarian Coordinator on humanitarian and development aid coordination issues. Through support to the Deputy Speciality Coordinator/Resident Coordinator/Humanitarian Coordinator, the unit works to enhance coordination and coherence with the UN Country Team and represents the United Nations system at both the international and local levels, giving it the ability to provide assessments of the situation on the ground, mobilize donor funds, and advise donors on key policy decisions. The national Coordination and Liaison Officer supports the work of the sub-office in strengthening the coordination of Gaza-level work of UN agencies, and liaises with a variety of local stakeholders including institutions, private sector, civil society and NGOs.

Task description

Within the delegated authority and under the supervision of the Gaza-based Coordination Officer or his/her designated mandated representative(s), the UNV Coordination and Liaison Officer will:

  • Assists in the engagement of key traditional and non-traditional partners, including government, civil society, youth and women groups, private sector, development partners and others new as well as traditional actors in Gaza;
  • Assists in the organization of donor and UN visits, including developing the programme, talking points, and meeting notes;
  • Provides secretariat support functions to the UN Gaza Team meetings, and support the collection of inputs from UN agencies for reports and updates to senior management;
  • Monitors and analyses the local media in the areas related to the UN’s mandates and programmes in the country, as well as other issues relevant to the UN brand and positioning;
  • Monitors and analyses socio-economic developments in Gaza, including with regard to key economic sectors, public services and trade and stays abreast of the situation, key players and activities as well as the challenges and opportunities faced;
  • Work in close collaboration with the Data Assistant to develop analysis of key access, trade and economic data;
  • Prepares official briefing materials, talking points, speeches, statements, and presentations as necessary;
  • Represents UNSCO in levant technical meetings and conferences;
  • Any other related tasks as may be required or assigned by the supervisor.

Nationality

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

  • At least 3 years of professional work experience at the national and/or international level in development cooperation or humanitarian programming, or partnership and communications, or other relevant programmes; experience with civil society or private sector support is an asset, as is experience working in the UN or other development organization;
  •  Knowledge of local stakeholders, institutions and organizations is desirable.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  •  Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Desirable: valid national driver’s license;
  • Sound security awareness;
  • Have affinity with or interest in UN development, political and humanitarian interventions, and volunteerism as a mechanism for durable development, and the UN System.
