Food Security and Livelihoods Head of Project

For an initial 12 months with possibility of extension

In the framework of food security and livelihoods programming to assist vulnerable households in the Gaza Strip, the Head of Project will support the Food Security and Livelihoods Program Manager in the implementation, monitoring and field evaluation of projects. The Head of Project will collaborate fully with the Security and Livelihoods Program Manager in the following tasks:

  • Support the Food Security and Livelihoods (FSL) department as required, in order to ensure the effective implementation of projects in the Food Security and Livelihoods sector; which includes staff management, coordination with partners, develop strong relationships with stakeholders and communities’ leaders.
  • Responsible in the preparation of assessments, monitoring of beneficiaries’ identification, activity implementation and reporting.
  • Collect and update context information and household vulnerabilities in order to feed the strategy of the department.
  • Collaborate with the Food Security and Livelihoods Program Manager and Food Security and Livelihood team to identify potential project interventions in current and new target locations.
  • Ensure open forms of communication, transparency and cooperation with the target communities and beneficiaries.
  • Ensure accountability for the project’s implementation and the achievement of its objectives.
  • Support the Program Manager for donors and stakeholders’ visits to the field and coordinate with relevant stakeholders through preparation of agenda, printed materials (project fact sheet) and writing of visit report upon completion - including photographs.

Project Management:

  • Preparation of kick off project documentation (work plan, APR, PPP, budget forecasting and participate in the preparation of the MEAL plan).
  • Preparation of ToRs for studies, final and intermediate reports, MoU and other activities subcontracted to partners.
  • Follow up the provision of activities’ documentation requested from partners including but not limited to; legal documents, registration of activity with relevant ministry, donation certificates in accordance with donor’s rules and regulations.
  • Coordinate with the related project key actors – including partners, stakeholders, Food Security Sector, Cash Programming Working Group (CPWG) to ensure their active participation in the successful implementation of the projects.
  • Ensure timely implementation of the planned activities as identified in the project work plan and agreed with the Program Manager.
  • Ensure participation to the Cash Programming Working Group (CPWG); meetings and other activities.
  • Follow up the design and technical specifications of the identified activities in coordination with the Food Security and Livelihoods Program Manager.
  • Ensure an appropriate monitoring and evaluation system is carried out and is appropriate according to the objectives and indicators in the log frame of the projects, in coordination with the MEAL department. In addition, provision of support to any internal or external evaluation when needed.
  • Ensure and follow up the feeding of project data into the database system in coordination with the data Base officer.

 

Project design and evaluation:

  • Participate in the design and implementation of project related assessments, surveys or any other project identification studies
  • Evaluate and update project needs, including HR, financing, logistics.
  • Collect and update context information and household vulnerabilities in order to feed the strategy of the department.
  • Participate in the design of problem statements, position paper, concept papers and project proposals as requested by the Food Security and Livelihoods Program Manager.
  • Participate with the Food Security and Livelihoods Program Manager and Food Security and Livelihood team to identify potential project interventions in current and new target locations.

 

Team Management:

  • Review and adapt if necessary, job descriptions of project team in collaboration and coordination with the Food Security and Livelihoods Program Manager and the Base HR/Finance assistant.
  • Support the professional development of the team, ensuring that each team member does their job. Identify training needs of their employees, promote undertake the relevant training and monitor progress.
  • Participate in the recruitment process for positions related to the project that are directly managed by the Head of Project.
  • Evaluate project’s team members at least once a year, and upon completion of a staff members probation period and ensure sufficient induction and integration into the team.
  • Development of a defined work plan for each project team member, to be provided on a monthly basis to Food Security and Livelihoods Program Manager.
  • Validate each Project team members’ leave plan request, considering the project time plan and Action Against Hunger internal regulations
  • Conduct a project orientation for new staff to understand the nature of the projects.

 

Reporting and MEAL:

  • Prepare interim, annual and final reports to the donor in collaboration with Food Security and Livelihoods Program Manager and the relevant Coordinator in Jerusalem.
  • Check and follow up the counterpart reports in case they are requested.
  • Technical review of baseline/endline reports, studies and assessment reports.
  • Follow up field visits carried out by project staff for assessment, beneficiary identification, activity identification, implementation and monitoring.
  • Active participation in the preparation, monitoring and update of the internal Contingency Plan, Rapid Response Mechanism, targeting criteria, basic needs analysis, Emergency Response Preparedness Plan, and C4W responses.
  • Ensure the project experiences are capitalized and systematized through success stories, lessons learned, press releases when needed (in coordination with the Advocacy department), methodology documents and capitalization reports.

متطلبات الوظيفة

Profile of the Candidate:

  • Bachelor’s degree in business administration, International Development, Education, Political Science or International Relations
  • Strong knowledge in Project Cycle Management or any related field.
  • Proven relevant field experience in Food Security and Livelihoods program implementation in the context of the Gaza Strip and working with international and national NGOs
  • Knowledge in Cash Transfers Programming and its different modalities, and Microbusiness development.
  • Knowledge in Canadian (GAC) and European donor’s rules and regulation like ECHO, ACCD, AECID and SIDA.
  • Previous knowledge of Action Against Hunger programs and policies is desirable.
  • At least five years’ experience in humanitarian or development programming; strong preference Food Security and Livelihoods, gender and women’s economic empowerment, income generating activities, value chain analysis, and economic cluster projects.
  • Demonstrated experience in lesson learnt capitalization and project design, planning, monitoring, and evaluation tools and methods.
  • Demonstrated project management, team management and direct project implementation experience.
  • Demonstrated experience in budget development and management.
  • Strong reporting and analytical skills.
  • Good communication and interpersonal skills, including training, capacity building and presentation skills.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking
  • Fluency in reading, writing and speaking Arabic and English.
  • MS Word, Excel, PowerPoint, and email/internet software.
  • Ideally able to travel to the West Bank and  Jerusalem and stay overnight.
