The Opportunity

The Health and Nutrition Advisor (hereafter referred to as the Advisor) will provide technical and operational support for the implementation of upcoming health and nutrition projects in the West Bank and the Gaza Strip. The Advisor will be responsible for providing technical inputs in program, design, project implementation, and capacity building of SCI and partner staff.  The Advisor will also ensure delivery according to the Country Strategic Plan and the existing response strategy and in line with the Save the Children Common Approaches and globally endorsed recommendations. The Health and Nutrition Advisor will work with all relevant stakeholders, both internally and externally, including relevant clusters, and SCI and partner staff. The Advisor will represent Save the Children as part of the emergency health and nutrition preparedness and response coordination mechanisms at national, regional and departmental levels. The Advisor will represent Save the Children country office in relevant forums and mechanisms. The Advisor will work closely with other advisors and program staff to contribute to the research agenda in Save the Children’s Health and Nutrition thematic area, including knowledge management, and development of integrated approaches. 

KEY AREAS OF ACCOUNTABILITY:

1. Programme Development and Strategic Planning

• Lead on the implementation of the health and nutrition section of the 2019-2021 Palestine Country Strategic Plan (CSP) including identification of potential areas of strategic positioning, engagement and growth in the key thematic areas identified within the CSP;
• Lead in the development and the  implementation of the Health and Nutrition (H&N) plans as part of the Country Annual Plans;
• Grow Save the Children’s health and nutrition portfolio sustainably and strategically by working together with PDQ and operations teams to initiate and design high quality, cost-effective, innovative and sustainable project proposals and concept notes for the sector in line with the identified strategic direction; 
• Develop emergency H&N preparedness plans together with the broader response team integrating health emergency response in planning for emergency response;
• With the Resource Mobilization and Reporting Manager (RMRM), analyse donor priorities and proactively seek information on potential donor sources; identifying institutional funding opportunities and developing/maintaining contacts with potential donors, partners and key technical agencies; 
• Develop high quality concept notes and proposals to mobilize resources to ensure adequate funds are available for programme activities and allowing for development of new activities;
• When necessary, work closely with donors and partners to develop response strategies to address new crises or health and nutrition emergencies impacting the affected population.

2. Programme Quality

• Overall responsible to ensure the programme quality of Save the Children’s health and nutrition programming within the country office;
• Provide guidance and, as required, support and training to managers in operations teams involved in delivering projects focusing on appropriate approaches and methodologies; conceptual and practical frameworks; standards and tools for effective and quality delivery of H&N programmes;
• Lead the continuous assessment of H&N needs within the project areas and within the country and ensure that these are appropriately reflected in sectoral strategies and programmes;
• Work collaboratively with other sectors on ways to integrate H&N with other programmes, where relevant, in order to maximize impact for children and families;
• Conduct regular visits to the field offices to coordinate with field managers and senior field staff; 
• Lead the development and implementation of relevant and sustainable capacity building strategy for field and area teams on H&N in coordination with the operations teams;
• With the RMRM and Awards Management Unit, ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion;
• Ensure recognized international best practices, MoH guidelines, policies and standards and Save the Children policies and standard approaches are applied in all of our health and nutrition work;
• Analyse and provide feedback on programme implementation to ensure gender equity, adequate child participation, integrated approaches and efficiency.

3. Monitoring, Evaluation and Accountability

• Work with the MEAL team to develop M&E and indicator tracking plans for all grants, inputting into the development of additional M&E tools as necessary to monitor project progress;
• Work with the MEAL team to ensure appropriate, timely and accurate data collection at all programmatic levels against agreed indicators to enable both internal and external reporting;
• Work with the MEAL team to identify and incorporate project suitable accountability mechanisms;
• H&N quality benchmarks

4. Staff Management, Mentorship, and Development
• Identify relevant learning and training needs of SC staff and its partners;
• Develop and provide a robust capacity building plan and support, based on proper needs assessment.

5. Representation & Advocacy & Organizational Learning

• Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed.  This may involve representing Save the Children in inter-agency forums; 
• Document lessons learnt, best practice and case studies to shape in-country strategies and program approaches, and contribute to broader sector learning;
• Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organizational strategic objectives, and turn these into action;
• Lead on organizational level program policy, innovation, learning or representation initiatives in consultation with relevant internal stakeholders.

In order to be successful you will bring/have:

QUALIFICATIONS AND EXPERIENCE

• Advanced degree in Health, nutrition, medicine or other relevant field, or equivalent field experience
• Minimum 8 years of experience in H&N field
• Field experience in several, diverse acute emergencies as well as protracted crisis settings
• Sound knowledge of H&N in humanitarian aid context
• Demonstrated experience in designing and leading Nutrition interventions in development and humanitarian contexts
• Demonstrated capacity to support/lead/contribute to the design and implementation of relevant health and/or nutrition assessments 
• Ability to analyse and process relevant information, and to present them to technical and non-technical audiences, evaluate options, and think and plan strategically
• Highly developed interpersonal and communication skills including team leading and influencing.
• Experience in capacity building and training of local communities
• Practical experience in training and/or facilitation of groups and strong participatory facilitation skills
• Strong skills in coordination and the ability to work effectively with a range of stakeholders, including nutrition clusters and partners 
• Strong communication skills at a level appropriate for high level external representation and ability to tailor communications to different audiences.
• Well-developed writing skills and demonstrated skills in developing programs that are adapted to local contexts and target audiences
• Extensive knowledge of monitoring and evaluations systems and approaches for H&N support
• Ability to communicate clearly, concisely and persuasively, including the ability to advocate for and explain difficult H&N issues
• Ability to write clear and well-argued assessment and project reports
• Excellent written and oral communication skills in English and Arabic
• Commitment to Save the Children values and Child Safeguarding. 
• Experience of designing and managing major donor projects and understanding of donor compliance
• Experience in representing an organisation in the coordination mechanism in emergency contexts
• Experience in working in the Palestinian context
