The Women’s Affairs Technical Committee (WATC), was established in 1992, as a coalition of women’s grassroots committees and organizations. It strives for the empowerment of women economically and socio-politically with the aim of achieving social justice. WATC’s main office is in Ramallah and has a branch in Gaza, WATC is looking for three qualified staff as the following:

WB office:

  • Gender Expert
  • M& E Officer

Gaza Office

  • Project Coordinator

 

Gender Expert

Duration: 10 months, Full time Job

Place: Ramallah Office

Responsibilities

WATC seeks qualified applicants for the position of Gender Expert in the programs departments with the following responsibilities:

  • Conducting a participatory analysis of the context and services, through meetings and focus groups;
  • Provision of instruments to enable WATC mainstreaming gender in the multi sectorial integrated programming;
  • Formulate adequate indicators from a gender-perspective;
  • Support the integration of gender principles into the project cycle management;
  • Identify WATC (gender-based violence) referral systems already existing in the West Bank;
  • Understand the methodology and the needs assessment tools included in the WATC developed CPA (Community-based Protection Approach);
  • Support the implementation of key recommendations in terms of gender;
  • Analyze the collection of gender-related data in the targeted communities target of the project;
  • Support the identification of protection and gender-related problems in each target community;
  • Elaborate of the balance of gender and its expected objectives;

Knowledge, Experience, and Skills

  • University degree (minimum of Bachelor’s Degree, post-graduate degree preferred) in Gender Studies, Sociology, Anthropology, Development or a similarly related field
  • At least 3 years of experience in the subject area, preferably with both local and international experience, including proven experience in design, implementation, monitoring, and evaluation of gender projects
  • Excellent knowledge of the gender context in Palestine
  • Experience in research and policy analysis
  • Excellent spoken and written communications skills in Arabic and English is essential
  • Strong leadership and organizational skills
  • Flexible, capable of working under pressure and against deadlines
  • Impeccable presentation and strong networking skills
  • Ability to work individually as well as in a team.
  • An existing network of contacts in the field of gender and VAWG prevention in Palestine would be an asset
  • Experience in monitoring and evaluation preferable.

M & E and Reporting officer

Duration: 11 months, Full time Job

Place: Ramallah Office

Functional Tasks may include but not limited to:

Closely follow the implementation of all projects and conduct monitoring and evaluation, including conducting reflection sessions, focus groups, preparing surveys, etc.

Contribute to data collection and lead its analysis in order to recommend improvements or corrective actions to projects’ implementation and produce outcome focused results.

Produce frequent monitoring and evaluation progress reports with status of results.

Follow up on results frameworks and projects’ indicators, ensuring stories of success are documented.

Train staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.

Work in close collaboration with internal and external stakeholders to strengthen the quality and consistency of monitoring and evaluation activities in the field.

Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis and mitigation.

Support the Head of Operations in creating and monitoring action plans for all projects.

Ensure high quality data.

Participate in donor meetings to update them on projects’ achievements and constraints.

Collect progress narrative reports and finalize them (in English), in accordance with project proposals.

Reporting and follow up requirements:

The M & E and Reporting employee will work in Ramallah and is required to implement and prepare the following:

Regularly monthly reports to the programs manager.

Archive all needed documents and send it to the programs manager.

Contribute to the association’s monthly, quarterly and donor’s reports.

Contribute in the project development and proposals writing

Job Requirements

Qualifications:

Education

Advanced University degree in Management, Economics, Management Information System, Social Development, Development, Performance Management, strategic planning statistics or other relevant field, or a Bachelor’s degree with additional years of relevant work experience and/or training/courses.

Experience

  • At least three years of professional experience in a similar position within NGOs with an Advanced degree.
  • At least six years of professional experience in M & E and Reporting of an advanced degree.
  • Successful experience in proposal writing is a plus.

Language

  • Must have excellent command of written and spoken Arabic and English. A written and verbal test will be given.

Competencies

  • Excellent writing skills.
  • Good interpersonal and communication skills.
  • Ability to adapt message to culturally diverse audiences.
  • Knowledge of the organization’s mandate and its programme of activities.
  • Good analytical skills.
  • Good knowledge of computer applications for information collection, management and dissemination.
  • Ability to work on own initiative as well as a member of a team.

 

Project Coordinator(Full-time)

Location: Gaza Strip

project duration: 6 months.

WATC will carry out a project in cooperation with the Central Elections Committee (CEC)entitled “Empowering and enhancing women’s participation in local councils”.

WATC is looking for a competent and experienced project coordinator to work in the project. The project coordinator will be responsible for coordinating the project activities and rendering timely support for the project. The project coordinator should work in compliance with WATC values, rules, and regulations.

Main Tasks and Responsibilities:

  • Responsible for the daily follow of the project activities in accordance with the project plans and reference documents.
  • Prepare a detailed action plan and responsible for monitoring the implementation of these plans in coordination with the direct supervisor.
  • Render timely support for the project staff under his direct supervision and ensure the effective management of resources to serve the objectives of the project in compliance with WATC rules and regulations.
  • Plan for and implement regular field visits to monitor project progress and make adjustments as necessary and in coordination with the direct supervisor to ensure the successful completion and achievement of results.
  • Ensure the proper documentation of the project activities and develop the necessary forms and records to ensure the smooth and timely sharing of information.
  • Prepare regular progress reports, interim and final narrative reports with high quality and in a timely manner.
  • Provide a close follow up for the project expenditures to ensure the effective and appropriate utilization of funding.
  • Document all project findings, outcomes and recommendations
  • Perform any other tasks as requested by the direct supervisor.

Essential Experiences and Competencies:

  • At least BA in project management, media, English language or any other relevant fields.
  • Minimum 3 years of experience as a project coordination preferably related to women’s political participation, elections.
  • Strong knowledge of project cycle management and core humanitarian standards (CHS)
  • Excellent written and spoken English Language.
  • Strong reporting skills and ability to prepare quality narrative reports.
  • Strong time management skills and ability to work under pressure and meet deadlines.
  • Highly organized, reliable attention to details, and ability to work independently or in team as necessary.
  • Mature work practices, highly motivated and able to make sound judgments.
  • Advance computer literacy.
  • Strong team management and problem-solving skills.
  • Good understanding and commitment to WATC core values and principles.
